MR. SAN STEPHEN WONG HON-CHING (in Cantonese):—Mr. Chairman, my follow-up questions have actually been answered by the Chairman of the Select Committee just now. I think the Recreation Select Committee should earmark at both ends of beaches area for beach activities at certain periods. It should be feasible and I hope Members of the Recreation Select Committee will consider it.
MR. RONNIE WONG MAN-CHIU (in Cantonese):—In my reply to MR. WU CHI-WAI just now, I said that the Department would be asked to take the matter up with government.
Chairman (in Cantonese):—Questions 3 & 4 are related. I would like to ask the two Members to raise both questions first before going on to answer them. Will Mr. Chan Kwok-leung ask question 3 under his name?
(3) Mr. Chan Kwok-leung asked the following question:—After citizens' enjoyment during traditional festivals, a lot of rubbish are often left on the streets and in parks. Regarding whether the Council will implement measures to keep streets and parks clean on and after the festive days, please answer the following questions:
(a) Around the Ghost Festival on 14 July of the lunar calendar, many worshippers burn joss papers on streets and leave behind heaps of ashes, which will be blown elsewhere by vehicles passing by such locations. During the period, has the Council stepped up street cleansing, encouraged worshippers through education and publicity to bring their own joss paper containers, and carried out overall street washing afterwards to improve the cleanliness of streets?
(b) Regarding the mid-Autumn Festival on 15 August of the lunar calendar, the Council has amended the legislation to prohibit 'wax-melting/burning' in the Council's public pleasure grounds. How will the amended legislation be enforced during the period? Will publicity be widely conducted and notices be posted inside parks to make the new legislation known to the public? Will cleansing and washing of parks and streets be stepped up after the Festival?
(c) The new legislation on prohibition of 'wax-melting/burning' enacted by this Council is different from the legislation of the Regional Council. Will it affect this Council in enforcing the above-mentioned legislation during the Mid-Autumn Festival this year? Will the Council co-ordinate with the Regional Council to avoid causing confusion to citizens?
