IV. MOTIONS
HONG KONG PROVISIONAL URBAN COUNCIL
(1) Mr. Ronnie Wong Man-chiu, Chairman of the Recreation Select Committee, moved as follows:-
RESOLVED that the Pleasure Grounds (Urban Council) (Amendment) Bylaw 1997 be made under section 109 of the Public Health and Municipal Services Ordinance, Cap. 132.
He said (in Cantonese):- As Chairman of the Recreation Select Committee, I rise on the motion standing in my name:
RESOLVED that the Pleasure Grounds (Urban Council) (Amendment) Bylaw 1997 be made under section 109 of the Public Health and Municipal Services Ordinance, Cap. 132.
The purpose of amending the Bylaws is to prohibit melting of wax, applying liquid or setting fire to hot wax dangerously in the Council's public pleasure grounds.

The motion was carried unanimously.
(2) Mr. Wong Kwok-hing moved as follows:- In order to ensure public food hygiene and safety, and to rigorously stamp out unlicensed operations, RESOLVED that the Council urge the SAR Government to amend the relevant legislation so as to empower the Director of Urban Services to close down those food premises or food factories to which the Council has refused to grant licenses because of their failure to comply with the hygiene requirements.

Mr. Chairman, fellow Members, about a month or so ago, everyone in the community felt the threat of O157-H7 e-coli and cholera. Horrifying scenes of food factories and cockroaches emerging from flour doughs were captured by cameras. The scenes were kept in our minds even when we closed our eyes. As a result of recent vigorous actions to stop such situations, no further cases of the above diseases are now seen. It seems that the crisis is over, but in fact, we cannot put a fullstop to improving the monitoring of tasks pinpointing the crisis.
