MR. RONNIE WONG MAN-CHIU (in Cantonese): I can't say whether the Association will organize activities for anniversary celebrations. If Mr. Kam wants to blacklist the Association, it can be discussed at the Recreation Select Committee. As Mr. KAM is also a member of the Select Committee, he is welcomed to raise it at tomorrow's meeting.

MR. STANLEY NG WING-FAI (in Cantonese): Mr. Chairman, the Reunification is a cause for celebration, but a cancellation rate of 25% hints at hogging up of venues and it should not be allowed. The Urban Council issues many hygiene, liquor licenses etc. to same holders. Under the circumstances, the Council can blacklist unsuitable holders who have, say, contravened the legislation. As the Association is an organization set up for a one-off celebration activities, I wonder if the Select Committee can consider blacklisting its responsible person instead?

MR. RONNIE WONG MAN-CHIU (in Cantonese): We have to consult the Department on how to handle this. As I said just now in respect of Mr. Kam's suggestion, the ideas can be brought to the Recreation Select Committee for discussion.

Mr. Chan Kwok-leung (in Cantonese): Mr. Chairman, I want to follow up. Does the Chairman of the Select Committee consider there is a need to review the council policy? I think we should not pass the entire responsibility onto the Association. I hope we can discuss this in details at the Select Committee. By giving priority to a certain organisation in the use of venues for June and July, we are in fact indirectly encouraging hogging up of venues. As a result, there is great wastage. The Association as well as the Council are responsible. Does the Chairman of the Select Committee think there is a need to review this policy of giving priority to certain organizations on the use of venues?

MR. RONNIE WONG MAN-CHIU (in Cantonese): Thank you, Mr. Chairman. Please allow me to respond to the question.

I feel there is a need for review, but we are still in July and a lot of celebration activities are lined up. I am sure both the Department and the Council need to review the overall situation so as to decide on the future approach, but I do not think a review at tomorrow's meeting is appropriate. We have recess in August, so maybe we can review this in September. Let me say this again. There are more activities coming up in July and any review will have to wait until after July.
