collections here first for public appreciation? I mean that we should exhibit items of our collections in Hong Kong before taking them outside Hong Kong for roving exhibitions.
THE HON. MOK YING-FAN (in Cantonese):—Mr. Chairman, I want to thank Mr. Wong for his suggestion. The Museums Select Committee will surely consider it. I am sure the citizens of Hong Kong will have a chance to see our collection before certain items are taken outside for roving exhibitions.
15. MR. TIM S. MANUEL CHAN (in Cantonese):—Mr. Chairman, the reply tabled before us basically evades my question. I wonder if the Chairman can allow me to ask the Chairman of the Select Committee to give me a more positive answer instead of reading out the prepared reply.
MR. JOSEPH CHAN YUEK-SUT, CHAIRMAN OF THE PUBLIC HEALTH SELECT COMMITTEE, replied as follows (in Cantonese):—Mr. Chairman, since Mr. CHAN does not want to listen to the prepared reply, it results in that I have no answers.
Chairman (in Cantonese):—No answers can be answers since something should be understood by all.
MR. TIM S. Manuel Chan (in Cantonese):—There is a reply tabled before us that the Chairman of the Select Committee dares not read out. Mr. Chairman, by allowing for the reply to be tabled, does the Chairman of the Select Committee agree that the content is correct? That is the first question.
The second question
CHAIRMAN (in Cantonese):—What is it? Please speak.
MR. WONG KWOK-HING (in Cantonese):—Mr. Chairman, in accordance with Standing Orders, should a Member ask his own question before raising his question?
CHAIRMAN (in Cantonese):—Yes, correct. Follow-up questions or other questions should be raised formally in question format. One should not just give his opinion or throw in other information. Will Mr. CHAN ask his question in question format?
MR. Tim S. Manuel Chan (in Cantonese):—Good. Mr. Chairman, I just want to know if the reply tabled before us was drafted by the Department and that by reading it out here, the Chairman of the Select Committee would be indicating his endorsement. If so, I think ...... What is that, Mr. WONG Kwok-hing? Please say what you want to.
