ADA WONG YING-KAY asked the following question (in Cantonese):—Since there remain only 96 holders of Itinerant Hawker (Frozen Confection) Licence and Itinerant Hawker (Mobile Van) Licence, I wish to know whether the Council would consider the following in order to reduce the impact on these licence holders brought about by the deletion of itinerant hawker licences:
(a) designing fixed locations within parks, piazza, leisure, recreational and sports venues under the Council for these licence holders to sell ice-cream.
(b) setting up additional permanent refreshment kiosks for selling ice-cream at the above venues for these licence holders to bid for tenders, on the principle that the agreements executed in respect of the existing refreshment kiosks at the venues concerned will not be contravened."
MR. IP KWOK-Chung, Chairman of the Markets and Street Traders Select Committee, replied as follows (in Cantonese):—The first part of the question enquires whether the Council would consider designating fixed locations within Council's leisure, recreational and cultural venues for existing itinerant hawker licence (frozen confectionery) (IHL(FC)) and itinerant hawker licence (mobile van) (IHL(MV)) holders to sell ice-cream.
The selection of sites already designated in Pleasure Grounds to sell ice-cream by IHL(FC) and IHL(MV)-holders is in fact in progress. A policy was established in June 1993 in that Members of the Recreation Select Committee agreed to allow IHL(FC) and IHL(MV)-holders to bid, if they wished, for selected sites in pleasure grounds by way of restricted auction and to operate these sites under contract with Urban Council. Members also agreed that concessions be given to them on the rental fees. This is in accordance with the approved policy for implementing the IHL Compulsory Deletion Policy. So far, three kiosks being successfully bid by eligible IHL holders, out of a total of 19 sites approved by the Recreation Select Committee for this purpose in 1993.
With regard to designating fixed locations within cultural venues for the IHL(FC) and IHL(MV)-holders to sell ice-cream, there is no objection in principle to setting up permanent kiosks at the piazzas of the cultural venues for accommodating the IHL(FC) and IHL(MV)-holders provided that the Select Committee concerned approves locations at these venues for such sales, and the catering agreement in force at these venues is not contravened.
The second part of the question enquires whether the Council would consider setting up additional permanent refreshment kiosks for selling ice-cream at Council's leisure and recreational venues for IHL(FC) and IHL(MV)-holders to bid for tenders, on the principle that the agreements executed in
