was not efficient in the supervision of projects. There were also other cases of unforeseen circumstances. For instance, weather or staff safety. The Architectural Services Department has now set up a project planning and management division in response to the recommendation of the consultancy report. Hopefully, they will reduce slippage.
Some Members have criticized that our Statement of Aims is ambiguous and without priority. I do not share that sentiment. We draw up a Statement of Aims every year and in the course of its formulation, we give regard to past progress and experience and make corresponding changes. In fact, every Statement of Aims has been considered carefully by the relevant Select Committee before it is endorsed by the Standing Committee of the Whole Council. Therefore, every Member is involved in their respective Select Committee. The Statement of Aims is certainly not ambiguous. Rather, I think it is well defined. As for the lack of priorities, again I do not support the argument. The Statement of Aims for one year must of course be achieved in that particular year. There should not be a question of priorities. All the aims must be achieved in that year.
That is my response to Members' views expressed in the Annual Convention Debate. Also, it is my view of our past year's work. Thank you.

V. MOTIONS
(1) THE HON. Li Wah-ming moved the following motion:-
'To follow the principles of equal opportunities, RESOLVED that the Council should, as soon as possible, review whether its facilities and venues comply with the standards for facilitating use by the disabled. If there is any facility or venue not fulfilling the standards, the Council should examine whether it is feasible to effect improvement measures and draw up a timetable for implementing all the necessary measures.

People with disabilities meet with difficulties when using Urban Council facilities. Just now, some of their representatives came to this Council and we opened up our lift for them to enter our chambers. If we could not do that to let them in, the design of the Urban Council Building would have failed in this respect.
People with disabilities refer to those with physical disabilities or sensory impairment. There are about 200,000 of them in Hong Kong, including
