the law is amended instead of doing so afterwards? We can in fact consider this now.
MR. SUEN KAI-CHEONG (in Cantonese):-I said before that I would ask the Administration Select Committee to make policy considerations. I am happy to cooperate with Mr. WONG King-cheung who is Chairman of the Capital Works Select Committee. Matters involving installation of fire prevention facilities are closely related to the work of other Select Committees. Maybe it is more appropriate for him to reply to questions in this respect.
MR. JOSEPH LAI CHI-KEONG (in Cantonese):-I would like some figures on UC facilities not yet installed with sprinkler systems, say the Museum of Art, other Museums and Cultural Centres. As for low rise buildings like swimming pools and markets, I think the installation of such facilities would be good. I hope the Chairman of the Administration Select Committee can provide us with such figures.
On the other hand, even the best facilities have to be operated. I just want to know how many of our Urban Services Department staff are trained in handling sudden incidents like fires. Are they suitably trained to react before firemen arrive, including how to use fire prevention facilities, how to disperse the crowd, how to put out fires caused by electricity leakage, gas explosion or simply cigarette stubs? I would also like to ask the Chairman of the Administration Select Committee whether there is any plan to arrange for Members to inspect fire prevention facilities at heavily used multi-storey buildings? In this way, Members will be able to understand more and then give the Department more concrete proposals for improvement.
CHAIRMAN (in Cantonese):-In accordance with our Standing Orders, the first question mentioned that only 2 of the 40-odd buildings were completed before 1973 and that those completed after 1973 already complied with the new Fire Service Ordinance. Mr. SUEN can reply to that. The second and third questions have steered away from the original question. I am referring to questions by Mr. LAI on the Department's manpower training etc. The first and second questions in the original question have not touched on this and neither have they mentioned inspections by Members. I hope we can abide by the Orders. Will Mr. SUEN answer the questions? I just want to alert Members.

In answer to Mr. Lai's question, we have covered the 40-odd buildings completed before 1973. As to the number of buildings completed after 1973, I do not have information in hand. It will be provided to Mr. LAI after the meeting. The key cultural facilities mentioned by Mr. Lai were completed in the eighties and they fully comply with our existing Fire Services Ordinance. I mean they are installed with sprinkler systems, for example the Queen Elizabeth Stadium, the Hong Kong
