Take reference from our past records and see if there are any substantial changes in accordance with our suggestions. See if there are concrete improvements as compared with the situation when we first joined the Council. Let us look around to see if our policies formulated by various Select Committees are actually accepted by the public. The answer is 'No'. From what we read in the newspapers and from public opinion, we are aware that the Urban Council and Urban Services Department are under great pressure.

If we do not take a decision here today but allow things to continue as before, I think we may as well go home and sleep as put by Mr. Albert Lai Wing-nin.

CHAIRMAN (in Cantonese):—Members have spoken and the original mover has exercised his right of reply. According to the procedure I described earlier on, we now put Ms. Ada WONG's amendment to vote.

MR. ALBERT LAI WING-NIN (in Cantonese):—Mr. Chairman, I request a break of ten minutes for everyone to consider the matter.

MR. CHAN NOI-YUE (in Cantonese):—I second the request.

The question on Ms. Ada Wong Ying-kay's amended motion was put.

The amended motion was lost with 10 votes for, 13 votes against and 6 votes abstentions. (See Annex A)

Chairman (in Cantonese):—So, Ms. Ada WONG's amendment is lost and we put the second amendment to vote.

The question on Mr. Lam Man-fai's amended motion was put.

The amended motion was carried with 15 votes for, 13 votes against and 1 vote abstention. (See Annex B)
