# HONG KONG URBAN COUNCIL
## ADDRESS BY CHAIRMAN
CHAIRMAN (in Cantonese):-Dear colleagues, as the Chairman, the Urban Council Dr. LEUNG Ding-bong is out of town, I am going to chair this meeting on his behalf. I now call the meeting to order.
Before we start this meeting, I wish to make an announcement. Former Urban Councillor Mr. Brook BERNACHI died in London on 22 September 1996. He had been a member of the Council for 38 years from 1952 to 1995. He had made great contributions to the work of the Council. He was known for his frankness when he sat on various Select Committees. During his tenure of office, he was the Chairman of the Museums Select Committee, the Liquor Licensing Board and the Finance Select Committee. We will remember Mr. BERNACHI for his contributions to the Urban Council. I invite you to stand up and observe silence for one minute in memory of Mr. BERNACHI.

## III QUESTIONS
(1) MR. WU CHI-WAI asked the following question:— We have often heard of the problem of water-dripping of air-conditioners in the urban area. I would like to know:
1. In the past 5 years, how many complaints about air-conditioner water dripping have been received by the Urban Services Department? What is the breakdown by district?
2. How many of these complaints are repeated ones?
3. What are the steps involved in the detailed procedure for handling a complaint after receipt?
4. In respect of the complaints received in the past 5 years, what is the average time used for handling each step of a complaint? What is the average total time for handling a complaint? And what is the longest and shortest time?
