of it. Basically, population ratio is taken as the basis for sharing. We will formulate a set of codes as soon as possible and fix a clear ratio jointly with the Regional Council. For example, we could shoulder 2/3 of the costs or calculate at the ratio of 6:4. I hope this problem can be solved.

MISS ADA WONG YING-KAY (in Cantonese):—Mr. Chairman, Mr. CHIANG has not explained why we have to pay 65% for one item and 54% for the other when both take population ratio as the sharing basis. I think this must be reviewed. Will Mr. CHIANG promise to take this back to the Finance Select Committee for review?

IV MOTIONS

(1) MR. KAM Nai-wai, Chairman of the LIBRARIES Select Committee, moved the following motion:

'RESOLVED that the Designation of Libraries (Urban Council Area) (No. 2) Order 1996 be made under section 105K of the Public Health and Municipal Services Ordinance, Cap. 132.'

He said (in Cantonese):—I rise to move the motion standing in my name:

'RESOLVED that the Designation of Libraries (Urban Council Area) (No. 2) Order 1996 be made under section 105K of the Public Health and Municipal Services Ordinance, Cap. 132.'

The purposes of the Order are to designate the premises on the third floor of Urban Council Smithfield Complex, 12K Smithfield Road, Kennedy Town, Hong Kong and the premises on the third floor of the Urban Council Wong Nai Chung Complex, 2 Yuk Sau Street, Happy Valley, Hong Kong as libraries and to amend the Schedule of the Designation of Libraries (Urban Council Area) Order 1986.

Mr. Chairman, I so move.
