(2) MR. Joseph Chan Yuek-sut, Chairman of the Public Health SELECT Committee, moved the following motion:—

'RESOLVED that the Food Business (Urban Council) (Amendment) Bylaw 1996, Abattoirs (Urban Council) (Amendment) Bylaw 1996 and Slaughterhouses (Urban Council) (Amendment) (No. 2) Bylaw 1996, be made under sections 56, 77 and 77 respectively of the Public Health and Municipal Services Ordinance, Cap. 132,'

He said (in Cantonese):—As Chairman of the Public Health Select Committee, I, according to the agenda, rise on the motion standing in my name:

The Food Business (Urban Council) (Amendment) Bylaw 1996, made under section 56 of the Public Health and Municipal Services Ordinance, Cap. 132, now before the Council will, when adopted, increase the penalty for the unlawful sale of various types of prohibited food, including meat and shellfish.

The Abattoirs (Urban Council) (Amendment) Bylaw 1996, made under section 77 of the Public Health and Municipal Services Ordinance, Cap. 132, now before the Council will, when enacted, raise the penalty for the unlawful removal of any unmarked carcass or offal from an abattoir and the unlawful marking of carcass or offal under the Abattoirs (Urban Council) Bylaws.

The Slaughterhouses (Urban Council) (Amendment) (No. 2) Bylaw 1996, made under section 77 of the Public Health and Municipal Services Ordinance, Cap. 132, now before the Council will, when passed, increase the penalty for the unlawful removal of any unmarked carcass or offal from a licensed slaughterhouse and the unlawful marking of carcass or offal under the Slaughterhouses (Urban Council) Bylaws.

'Since the Kennedy Town Abattoir and the Cheung Sha Wan Abattoir have caused grave nuisances to the nearby residents and have affected the environmental hygiene and the water quality of the Victoria Harbour,
