Many other Members referred to problems such as the understaffed situation of the BD. Do we expect this to be solved by the USD or the Council? Can we provide such departments with staff or second our own staff? We can do nothing of the sort. I feel that we have done our duties and to do our duties well is our responsibility. As for the inadequacies of other government departments, whether due to staff shortage or any other reason, they should face the public themselves and be monitored by the public. I feel this to be the spirit of the motion.

Mr. Chairman, I don't think I have spoken for too long. Please indicate to me when I have used up my time. Will you?

CHAIRMAN (in Cantonese):—You don't have to use up your time limit and to be stopped from overrunning. As long as you can express what you mean, it will be good enough,

CHAIRMAN (in Cantonese):—Yes.

MR. SUEN KAI-CHEONG (in Cantonese):—So, on this point, I hope Members will not avoid the problem. We should not create hiding space for some government departments and shield them from facing the public. Those who call themselves democrats should be subjected to supervision by members of the public. Thank you, Mr. Chairman.

CHAIRMAN (in Cantonese):—Thank you. There is a time limit, but there is no need for us to stretch to that upper limit. The most important thing is to state your points briefly. It is better this way for everyone. Now that all of you have spoken and the mover has exercised his right of reply, we put the motion to vote. Those in favour please raise your hands. (7) MR. KAM NAI-WAI moved the following motion:

'Since many paths in the urban and suburban areas are popular places for morning walk, however, the facilities therein are generally worn out due to lack of management and resources, RESOLVED that the Council should consider establishing an Urban Council Morning Trail, exploring new trails and providing facilities and management for existing morning trails in order to promote morning exercises.'
