on directional policies. If you ask us to endorse concrete details and implementation methods, I think it is just like putting the horse before the cart; I don't think it is right. This is my own opinion
Next we have Mr. Li to speak on the procedural motion. Mr. KAM Nai-wai, Mr. Joseph Lai Chi-keong, Mr. Chan Kwok-leung and Mr. Francis Tang Chi-ho are also waiting for their turns. Let's have Mr. KAM Nai-wai to speak first.
MR. KAM NAI-WAI (in Cantonese):-Mr. Chairman, I must repeat that I am sure that this is but political considerations; if Councillors think that there is any problem about the motion, they can move an amendment. For example, they can amend the motion to read ‘Resolved that the Urban Council should consider extending..........' instead of 'should extend..........' and then what Councillors worry about could be cleared. Mr. Chairman, I don't understand why you repeatedly stated that this motion that has to do with policy should be discussed at the Select Committee rather than at the Monthly Meetings. You had once told us: "we want to discuss matters of public concern at our Monthly Meeting. Now we are actually doing so but some Councillors said that this is about policy direction and has not been carefully considered by the relevant Select Committee. But as what I have said just now, only by adding the word 'consider' to the motion then all your worries would be cleared. So why don't we just make the amendment? I observed that motions moved by members of the Democratic Party were repeatedly rejected. Now this is the third time that our motion has been referred or has been proposed to be referred to the Select Committees for discussion. Here I would like to express my discontent at being treated like this. I hope that Councillors will not be bound by political considerations and will not refer our motion back to the Select Committee.
MR. JOSEPH LAI CHI-KEONG (in Cantonese):-Thank you, Mr. Chairman. Actually at the beginning of the meeting I was glad that Mr. LAI Hok-lim's motion was amended by Miss Ada WONG Ying-kay and in a very gentlemanly manner, Mr. Lai Hok-lim accepted the amendment. That is to say, at the beginning of the meeting we tended to discuss an issue objectively. So, where does the problem lie now? Someone proposed that the motion should be referred back to the Select Committee. But actually what surprised me is that Mr. CHUNG Shu-kun who seconded the motion and Mr. Lam Man-fai who seconded Miss Ada WONG's Ying-kay amended motion are now among the speakers who supported the dilatory motion. Did they give careful consideration to the issue before they spoke? Why is it suddenly that they change their directions and are in support of Mr. LAI Wing-lin's dilatory motion? I think we must be consistent. I want to point out one thing. Now we are talking about a procedural motion. A procedural motion is for the amendment of procedures set out in the Standing Order of the Urban Council. If a Councillor moves a procedural motion and if it is opposed by some other
