Appendix I
'Resolved that the Liquor Licensing Board of the Urban Council reviews the liquor licensing procedures and formulates a clear licensing policy; and that when approving or refusing the issue of licences, full consideration should be given to the Licensing criteria raised in the previous judgements of the Urban Services Appeals Board, including such factors as whether the applicants are fit and proper persons to hold a licence, whether the premises in question comply with the stipulations of the leases, occupation permits and land use plans, and whether the issue of licences would cause any nuisance or inconvenience to the residents'.
