with Standing Order 15(c) I formally move that the matter be referred to the Working Party for follow up action. Thank you.

CHAIRMAN (in Cantonese):—Any seconder under Standing Order 15(c)? Mr. Joseph CHAN.

MR. JOSEPH CHAN (in Cantonese):—Mr. Chairman I second Mr. Ambrose CHEUNG'S motion because the Standing Committee has already set up a special Working Party to follow up on this matter actively and to try to find a better solution, instead of just expressing regret. On 15 May i.e. the coming Friday, the Working Party will be holding a special meeting. So I hope that this can be referred back to the Working Party for more careful and detail follow up. That would be more positive. With these remarks, I second Mr. CHEUNG's motion.

Chairman (in Cantonese):—Do any Members wish to speak on the motion and the amendment?

MR. LI WAH-MING (in Cantonese):—I would like to seek clarification on the procedure. Standing Order 15(c) says that any matter can be referred to a certain committee, well that is an amendment. If that is carried, the ordinal motion will be dismissed. Is that the case?

CHAIRMAN (in Cantonese):—Yes.

MR. ERIC WONG (in Cantonese): Mr. Chairman, are we dealing with the amendment? I do not support the amendment because Mr. NG's original motion is just to express the stance of the Council. At the last meeting many Members have expressed discontent over many Government departments. This is only our direction and it does not affect the work of the Working Party. So this need not be referred back to the Standing Committee.

Mr. LAI HOK-LIM (in Cantonese): Point of Order. Mr. Ambrose CHEUNG'S motion was to refer the matter back to a committee. Under Standing Order 18, it is a motion on procedure and he should not express his personal opinion. I hope that this can be clarified.

Chairman (in Cantonese):—Well this is a new motion that the matter be referred back to a committee, that is a point of procedure. Since the motion has been raised and seconded, we have to put it to vote,

MR. ERIC WONG (in Cantonese):—According to my understanding Mr. NG's motion and Mr. Ambrose CHEUNG's motion are not really related. If it is an amendment, it should amend the wordings of the motion. If it is a point of procedure, then the Working Party is already dealing with the problem. There is no need to refer the matter back to the Working Party. If we are trying to amend the wordings of the motion, then we can deal with that. Otherwise I suggest that we deal with Mr. NG's motion.
