3. Regarding the second part of the question on whether USD could establish a water sports centre at Stanley Main Beach for public enjoyment, the answer is no because it is a gazetted beach for swimming and the entry of boats into the demarcated swimming area will seriously affect the safety of swimmers.

4. The Department however has applied to the District Lands Office (Hong Kong South) for an additional stretch of ungazetted beach that is adjacent to Stanley Main Beach as this site is suitable for establishing a water sports centre. This proposed site is currently used by the public as a launch area for windsurfers. The main planning problem to overcome is the provisions of a drainage reserve within the site. However the Department is negotiating with the relevant Government departments to overcome this problem and hopes to resolve it in the next few months. Once this can be solved and the land status settled, a project proposal will be submitted for Members' consideration. Thank you.

Mr. WONG KING-CHEUNG (in Cantonese):—Mr. Chairman. Up to this date, we have not got any water sports centre. According to the paper, it says that we have to hire suitable venues, I think this is really sad. We do not even have one water sports centre. My first question is: on the borrowed site, how are you going to ensure that the place is safe for water sports activities? Secondly, since there is an ungazetted beach adjacent to Stanley Main Beach, can we expedite action to establish a first water sports centre there? I do not want to wait until the year 2001 without a water sports centre under the Council.

MR. RONNIE WONG (in Cantonese):—In reply to the second question of Mr. WONG, I do share his view that we should establish a water sports centre in the ungazetted beach adjacent to Stanley Main Beach. However, the Department has to negotiate with other Departments to overcome the technical problem of a drainage reserve. If that can be resolved, I do hope that we can set up the water sports centre there soon. As to how to ensure that water sports activities there adjacent to the beach nearby are safe, well it depends on the nature of the facilities provided, and I am sure that experts will be able to give us some advice.
