MR. SUEN KAI-CHEONG (in Cantonese):—According to the Ordinance, the Council can co-opt members to its committees, but I believe members will look at the matter from the perspective of the whole Council. If individual Select Committees make different decisions, the operation of the Council will be affected. So we should arrive at a consensus for the whole Council. There should be some guidelines for all Select Committees to follow.
MR. ERIC WONG CHUNG-KI (in Cantonese):—I would like to clarify my question. If any Select Committee finds it appropriate to co-opt members, is it necessary to refer to the Administration Select Committee to consider the matter?
Chairman (in Cantonese):—Let me answer the question, there is no need for the Administration Select Committee to consider the matter. Individual Select Committees can make their own decisions.
MR. CHAN KWOK-LEUNG (in Cantonese):—Mr. Suen said that individual representatives would not be able to represent the views of the whole cultural community. Is that the personal view of Mr. Suen or is it the reason to delay or refuse co-opting representatives of the cultural community to sit on the Culture Select Committee?
CHAIRMAN (in Cantonese):—I believe this question is not related to the present one. We are not talking about specific Committees or people to be co-opted to Committees. So there is no need to answer the question. This question is out of order.
(4) Mr. Chan Kwok-leung asked the following question (in Cantonese): Has the Council formulated any policy covering the following areas for protecting our environment from pollution:—
(a) As regards the collection of waste from street litter bins, domestic waste and commercial waste, could USD separate the waste in categories for recycling purpose and dispose the waste which is hard to be decomposed for special treatment?
(b) Has the Council adopted 'the polluters pay' principle while implementing the existing policy of waste collection?
(c) As regards the collection and disposal of medical waste from hospitals and private clinics, is there any measure to protect USD staff, the public and the environment so that intoxication, radiation infection and destruction of the natural ecology will not occur? In the meantime, has the Council participated and offered assistance in the construction of the proposed central medical waste incinerator at Tuen Mun? Is there any delay in the construction of the incinerator? Would the Council have any contingency plan to deal with the delay?
(d) As regards public markets managed by the Council, is there any policy to discourage stall-lessees and the public from using disposable plastic bags which are hard to be decomposed? Could the Council, through its market
