received the second largest number of such summonses was Shui Wo Street Market in Kwun Tong. The summonses received by stall lessees in these two markets accounted for one-third of the total number of summonses issued to the 26 markets. What can the Urban Services Department do? The Department can only make as many prosecutions as possible and impose maximum fines. There is no perfect solution for the problem. Besides, some triad hawkers and outsiders are hawking in UC markets. It is ironical that hawkers from outside have illegally occupied the lift lobbies and public corridors in UC markets. These problems have existed for a long time and are affecting the Urban Council's public image. I have high-lighted this problem at the Annual Conventional Debates in the past few years. The 1992 Bench Mark Survey showed the Urban Council's image had been improving. I am pleased and gratified about this. However, the three problems I have just mentioned make people wonder whether the Urban Council has taken any measures to deal with them. The Urban Council has actually done a lot of work, but still cannot solve these problems. I put forward these three challenges because I would like to make it clear to the Department that Councillors are earnestly backing up the Department in taking strong enforcement actions and this stand will not soften because of petitions. At least, I would like to make a commitment here. For instance, I give my full support to the policy of deleting all itinerant hawker licences in three years' time. Although there are still hawkers making petitions to us or to my office, I still adhere to my stance. I believe what we are doing is right; we must continue to clamp down on illegal hawking and establish a strong image for the Urban Council in improving the people's living standard.

With these remarks, Mr. Chairman, I support the motion.
