These revisions in fees are estimated to reduce the Council's projected annual deficit (at 1993/94 price levels) arising from the slaughter of food animals from $87 million to $72 million, and in respect of meat inspection from $8 million to $6 million. Even if these fee increases are passed on in full to the consumer, the impact on the retail prices of fresh meat would be minimal.

2. MR. IP KWOK-CHUNG, CHAIRMAN OF THE MARKETS AND STREET TRADERS SELECT COMMITTEE, moved the following motion:—
'RESOLVED that:—
(a) A Declaration of Markets in the Urban Council Area (Amendment) (No. 2) Declaration 1993 be made under section 79(1) of the Public Health and Municipal Services Ordinance, Cap. 132 to amend further the Declaration of Markets in Urban Council Area first published in the Gazette as Government Notice Number 1620 of 1960; and
(b) the Public Health and Municipal Services (Public Markets) (Designation and Amendment of Tenth Schedule) (No. 3) Order 1993 be made under section 79(3) and (5) of the Public Health and Municipal Services Ordinance, Cap. 132.'
He said (in Cantonese): Mr. Chairman, I rise to move the motion standing in my name:
'RESOLVED that:
(a) A Declaration of Markets in the Urban Council Area (Amendment) (No. 2) Declaration 1993 be made under section 79(1) of the Public Health and Municipal Services Ordinance, Cap. 132 to amend further the Declaration of Markets in Urban Council Area first published in the Gazette as Government Notice Number 1620 of 1960; and
(b) the Public Health and Municipal Services (Public Markets) (Designation and Amendment of Tenth Schedule) (No. 3) Order 1993 be made under section 79(3) and (5) of the Public Health and Municipal Services Ordinance, Cap. 132.'
The purpose of the Declaration is to declare Apleichau West Industrial Area Cooked Food Market as a market to which the principal Ordinance applies and to delete Causeway Bay Market and Sai Ying Pun Market from the Schedule under section 79(1) of the Public Health and Municipal Services Ordinance, Cap. 132, whereas the order aims at adding Apleichau West Industrial Area Cooked Food Market to and deleting Causeway Bay Market and Sai Ying Pun Market from the Tenth Schedule to the Ordinance, in compliance with the legal requirement.

MR. B. A. BERNACCHI (in English): I take pleasure in seconding this motion.
MR. STEPHEN LAU MAN-LUNG (in Cantonese): Mr. Chairman, the Urban Council has spent enormous sums in building new markets. The new markets provide a better service to the residents, and we have spent enormous sums in deploying GDT to ensure viability of the markets. On the other hand, we allow itinerant hawkers to trade outside the markets or in the vicinity of the markets. Even if they are prosecuted, say 4 or 5 times a year, for obstruction, they are not deterred, and we do not have any intention to stop these itinerant hawkers from trading in the vicinity of the markets through our licensing arrangements. I think this will adversely affect the viability of the markets. I hope the Markets and Street Traders Committee will give emphasis on cracking down on the unfair competition imposed on markets by itinerant hawkers. With these remarks, I support the motion.
CHAIRMAN (in English): Does any other Member wish to speak? So I would take it this is a suggestion for the attention of the Markets and Street Traders Committee and does not involve the actual motion itself, and you are not proposing any amendment to the motion.
