followed by very often CO2 treatment whilst packing and sealing of the plastic bags by high pressure and heat. The chance of rice spreading infection and food poisoning through the process of packing is virtually minimal.
Mr. Chairman, the proposed exemption applies to the licensing aspect only and does not exempt an operator from complying with the other provisions of the Food Business (Urban Council) By-laws or those of the Public Health and Municipal Services Ordinance. Complaints over the hygienic aspect of rice could still be directed to the Urban Services Department despite the fact that a licence is not required for rice packing, and health inspectors will conduct investigation and take prosecution action where necessary. There will be no relaxation of control of hygiene standards.
