DR. THE HON. ELSIE TU (in English):--Mr. Chairman, I second the motion.
MR. STEPHEN LAU MAN-LUNG (in Cantonese):-Mr. Chairman, I support Mr. PAO's motion but I would like to request Mr. PAO to undertake that revision of these fees and charges will be reviewed regularly so that in future there will not be irregular or drastic increase to the fees or/and charges which will affect the livelihood of the public.
MR. PAO PING-WING (in Cantonese):—Mr. Chairman, the present system is that revision of fees and charges is reviewed annually in accordance with individual revenue and expenditure. After careful consideration, we will decide on the increase of fees and charges, so Mr. LAU's worry or concern has been taken into account.

MR. DANIEL WONG KWOK-TUNG, CHAIRMAN OF THE LIQUOR LICENSING BOARD moved the following motion:
'RESOLVED that the Dutiable Commodities (Liquor Licences) (Specification of Fees) (Urban Council Area) Notice be made under section 6(5) of the Dutiable Commodities Ordinance, Cap. 109.'
He said (in English):—Mr. Chairman, As Chairman of the Liquor Licensing Board, I rise to move the motion in my name.
The Dutiable Commodities (Liquor Licences) (Specification of Fees) (Urban Council Area) Notice made under the Dutiable Commodities Ordinance now before the Council will, when adopted, increase the fees for liquor and club liquor licences by 25%.
The existing fees for liquor and club liquor licences were effected on 19 April 1991. Under the existing Council's policy, all fees for licences are reviewed annually in order to recover deficits incurred upon administration in the licensing and control of these businesses.
The increase has been carefully considered by the Liquor Licensing Board and the Standing Committee of the Whole Council, and I am satisfied that due weight has been given to all implications of the proposal.
Mr. Chairman, I beg to move.
