CHAIRMAN (in English):—Ladies and Gentlemen, the meeting is called to order.

## MINUTES

The minutes of the meeting held on 19 March 1991, were confirmed.

## PAPER

The following paper was laid on the table:

(1) Report to the Urban Council by the Director of Urban Services and Secretary, Urban Council, for the month of March 1991.

## STATEMENT

MR. CHAN KWOK-MING, CHAIRMAN OF THE ENTERTAINMENT SELECT COMMITTEE (in Cantonese):—Mr. Chairman, the Entertainment Select Committee has set up a working party to review the hiring policy for the two stadia (i.e. Hong Kong Coliseum and Queen Elizabeth Stadium) under the Chairmanship of Mr. John K. P. FAN.

The working party's recommendation that the present non-subsidy to hirers policy for Queen Elizabeth Stadium be relaxed was endorsed by the Council.

The Select Committee agreed that for activities organized by district boards, non-profit making organizations and charitable bodies, the hirers can be exempted from paying part of the basic hire fees as well as the 20% charge from proceeds of the tickets sold by hirers of Queen Elizabeth Stadium, provided the hire requirements are met.

This subsidy scheme can strengthen the good working relations between the Urban Council on one hand and the district boards, non-profit making organizations and charitable bodies on the other. At the same time, it can also increase the utilization rate of the arena of QES without increasing the expenditure of the Council.

The concessionary scheme, which started from 1 January 1991, will run for a trial period of two years. So far, twelve organizations have made enquiries and four applications have been received, of which two are approved, one rejected while the other still under consideration.

As for the question whether the abovesaid concessionary scheme will also apply to the Hong Kong Coliseum, it depends on the result of the implementation of the scheme at QES which will be discussed again in two years' time.

## MOTIONS

1. MR. PETER C. K. CHAN, CHAIRMAN OF THE RECREATION SELECT COMMITTEE, moved the following motion:

'RESOLVED that the Public Health and Municipal Services (Public Pleasure Grounds) (Amendment of Fourth Schedule) (No. 3) Order 1991 be made under section 106 of the Public Health and Municipal Services Ordinance, Cap. 132.'

He said (in Cantonese):—Mr. Chairman, as Chairman of the Recreation Select Committee, I rise on the motion standing in my name.

The purpose is to amend the Fourth Schedule of the Public Health and Municipal Services Ordinance, Cap. 132 to include seven new venues, delete two existing public pleasure grounds and rename the Willow Street Playground as Sycamore Playground so as to reflect more accurately its location and to meet the requests of local residents.

MR. RONNIE M. C. WONG, VICE-CHAIRMAN OF THE RECREATION SELECT COMMITTEE, seconded the motion (in Cantonese):—Mr. Chairman, I second the motion.

2. MR. JOSEPH Y. S. CHAN, CHAIRMAN OF THE LIBRARIES SELECT COMMITTEE, moved the following motion:

'RESOLVED that the Designation of Libraries (Urban Council Area) (No. 2) Order 1991 be made under section 105K of the Public Health and Municipal Services Ordinance, Cap. 132.'

He said (in English):—Mr. Chairman, I rise to move the motion standing in my name.

The purposes of the Order are to designate the premises on the third and fourth floors of the Urban Council Shek Tong Tsui Complex at 470 Queen's Road West, Hong Kong as a library and to amend the Schedule to the Designation of Libraries (Urban Council Area) Order 1986.
