MR. HILTON CHEONG-LEEN (in English): Mr. Chairman, I think the point made by the Vice-Chairman, Urban Council is well made and it is a subject with which the Select Committee has been constantly concerned and I can assure him that the Select Committee will continue to pay closer attention to this particular aspect of hawker management.

4. MR. PETER C. K. CHAN, CHAIRMAN OF THE RECREATION SELECT COMMITTEE, moved the following motion (in English):——
'RESOLVED that the Pleasure Grounds (Urban Council) (Amendment) (No. 2) By-laws 1990 be made under section 109 of the Public Health and Municipal Services Ordinance, Cap. 132.'
Mr. Chairman, as Chairman of the Recreation Select Committee, I rise on the motion standing in my name:
'RESOLVED that the Pleasure Grounds (Urban Council) (Amendment) By-laws 1990 be made under Section 109 of the Public Health and Municipal Services Ordinance, Cap. 132.'
The purpose of the amendment is to enable revised hire charges for Urban Council tennis courts to take effect from 1 August this year. The Council last revised these charges in May 1988.
In April, Members of the Recreation and Finance Select Committees noted that the cost of operating the Council's tennis courts had increased and would continue to do so if hire charges remained at their existing level. To prevent that, Members approved the new charges presented for ratification today. These will reduce the operating deficit from $10.7 million to $8.7M and the level of subsidy from 55% to 45%.
The Select Committees also noted that charging lower rates for off-peak bookings has done little to improve usage. Members therefore agreed that, from 1 August, all bookings should be charged at the new rates. This, too, will help to reduce the deficit and subsidy to more reasonable levels.
