tobacco and who sells cigarettes, etc. then all we have to do is to watch television because the Cartier cigarette has been all over television for at least two years. So please again, think of what it will look like in tomorrow's newspaper. Vote against the motion.
MR. PETER C. K. CHAN (in English): Mr. Chairman, I will not be so emotional because actually we are not in favour of tobacco companies nor are we supporting the tobacco industry. We are actually supporting ourselves for our consistency for giving a consistent direction to our departmental staff who are doing a difficult job and we support them to do a job which we expect them to do it effectively and efficiently. If Mr. SZULKE and Dr. LEUNG who always give me good advice and I always try to support what they advocate for the good of the Council and then they give the advice and then we ask the department to give us further facts and figures and eventually it turns out that we may support you, SZULKE's idea, and Dr. LEUNG's advice and then publicize it to all the tobacco industry that in future we limit to this and we will further limit to do this. Then they know what to do, our departmental staff know what to do and even the press know that we are not supporting smoking, we are not supporting the smoking industry or the tobacco industry or anything not even supporting the car that produces a lot of polluted smoke. Of course, those which do not produce smoke, like using electricity, it is 'O.K.'. But we are sticking to a point that we support ourselves that the policy which we had decided not long ago and then by passing this motion, we can improve our stand or all sorts of stands any time but if we defeat this motion and revise Mr. SZULKE's motion and we pass then we will hence apply by that policy and the departmental staff will be difficult. I am not against what they have said. I am just saying the amendment gives us more flexibility and gives our departmental staff a consistent policy to follow. So with due respect to Mr. SZULKE and Dr. LEUNG, I ask Members to vote in favour of the amended motion.

The motion was carried with 10 votes for, 9 against and 5 abstentions.
