People will find it confusing and unfathomable when they discover in the White Paper a change in the political structure just after nomination for District Board election is closed.
If the government is under pressure to make changes, it should have consulted the public in the first place. It would even be unwise if such a change is generated by human factors, to which is added the intention of sowing the seed of discord. If old systems are to be changed, then it should not be changed for the worse resulting in a confusion of public opinion. It is hoped that the authorities concerned would give us an explicit and convincing explanation for the change.
Mr. Chairman, I certainly would support all the opinions expressed today which are for the benefit of the public.
