these premises. And the owners often have to wait for a considerably long time before they can open for business. In view of the operators' difficulties, various government departments concerned should jointly study such applications and issue the required licences as soon as possible. Otherwise, they would rather risk penalty with their business in operation without our approval. (4) This Council was formerly known as the Sanitary Board. As its name suggests, all municipal or urban services come under the responsibilities of this Council. We have to shoulder the municipal responsibilities and make an effort to serve the citizens. It is especially important for us to set up a good example for the future SAR before China resumes its sovereignty in 1997. The foremost or most important responsibility of this Council is to lay the foundation well. I hope you share my view.
