CHAIRMAN (in English):—Ladies and Gentlemen, the meeting is called to order.

MINUTES

The minutes of the meeting held on 8 December 1987, were confirmed.

PAPER

The following paper was laid on the table:-

(1) Report to the Urban Council by the Director of Urban Services and Secretary, Urban Council, for the month of December 1987.

MOTIONS

1. MR. JOSEPH Y. S. CHAN, CHAIRMAN OF THE LIBRARIES SELECT COMMITTEE, moved the following motion:-

'RESOLVED that the Designation of Libraries (Urban Council Area) Order 1988 be made under section 105K of the Public Health and Municipal Services Ordinance, Cap. 132.'

He said (in English):-Mr. Chairman, as Chairman of the Libraries Select Committee, I rise to move the motion standing in my name:—

'RESOLVED that the Designation of Libraries (Urban Council Area) Order 1988 be made under section 105K of the Public Health and Municipal Services Ordinance, Cap. 132.'

The purpose of the Order is to designate the premises at the first floor of Urban Council Po On Road Complex, 325/329, Po On Road, Sham Shui Po, Kowloon as a library and to amend the schedule to the Designation of Libraries (Urban Council Area) Order 1986.

I beg to move.

2. MR. SAMUEL P. W. WONG, CHAIRMAN OF THE RECREATION SELECT COMMITTEE, moved the following motion:--

'RESOLVED that the Pleasure Grounds (Urban Council) (Amendment) By-laws 1988 be made under section 109 of the Public Health and Municipal Services Ordinance, Chapter 132.'

He said (in English): Mr. Chairman, as Chairman of the Recreation Select Committee, I rise on the motion standing in my name:—

'RESOLVED that the Pleasure Grounds (Urban Council) (Amendment) By-laws 1988 be made under section 109 of the Public Health and Municipal Services Ordinance, Chapter 132.’

The purpose of the amendment By-laws is to revise, with effect from 1 February 1988, the fees for the use of football, rugby and hockey pitches and the use of sports grounds and related facilities; and to prescribe the fees payable for the use of the Lei Yue Mun Park and the facilities therein.

MR. FAN KAM-PING, VICE-CHAIRMAN of the RECREATION SELECT COMMITTEE, seconded the motion (in English):-Mr. Chairman, I second the motion.

The question was put.

The motion was carried unanimously.

3. THE CHAIRMAN, URBAN COUNCIL, moved the following motion:----

'THAT this Council endorse the Statement of Aims for 1988-89.'

He said (in English):—I rise to move the motion standing in my name.

I am looking forward to stimulating and innovative suggestions arising in the debate. And I trust that where such points are outside the responsibilities of this Council, the powers that be will give due consideration to them.

Before going any further, I would like to take this opportunity to wish the people of Hong Kong a happier, healthier and indeed a more prosperous new year. As Chairman of the Urban Council, I can say that in the next 12 months the Council will be doing its utmost to make the life of all urban dwellers happier, healthier and better-and our city cleaner, too-as we continue our efforts to maintain Hong Kong as the region's most dynamic and progressive city.

Before I look ahead to what the Council will be doing in the coming year to further upgrade civic standards, I would like first to review the Council's accomplishments in the past 12 months.
