3. MR. HOWARD H. W. Young, CHAIRMAN OF THE RECREATION SELECT COMMITTEE, moved the following motion:-

'RESOLVED that the Public Health and Urban Services (Public Pleasure Grounds) (Amendment of Fourth Schedule) Order 1986 be made under section 106 of the Public Health and Urban Services Ordinance, Cap. 132.'

He said (in Cantonese):—Mr. Chairman, as Chairman of the Recreation Select Committee, I rise to move the motion standing in my name:-

'RESOLVED that the Public Health and Urban Services (Public Pleasure Grounds) (Amendment of Fourth Schedule) Order 1986 be made under section 106 of the Public Health and Urban Services Ordinance, Cap. 132.'

The purpose of the amendment By-laws is to include four new venues, to delete five existing venues and to re-name one existing venue in the Fourth Schedule (Public Pleasure Grounds) of the Public Health and Urban Services Ordinance, Cap. 132.

'RESOLVED that the Advertisements (Amendment) By-laws 1986 be made under section 104 of the Public Health and Urban Services Ordinance, Cap. 132'.

She said (in English):--Mr. Chairman, as Vice-Chairman of the Administration Select Committee, I rise on the motion standing in my name:—

'RESOLVED that the Advertisements (Amendment) By-laws 1986 be made under section 104 of the Public Health and Urban Services Ordinance, Cap. 132.'

The purpose of the amendment is to remove the reference to the Urban Council from By-laws 2 and 7 of the Advertisement By-laws by cancelling those By-laws in anticipation of formal moves to transfer to the Governor-in-Council the responsibility for the making of Regulations for the control of advertisements in the Urban Council area under Section 104 of the Public Health and Urban Services Ordinance Cap. 132.
