It is in fact re-organization and I would like to know whether our Administration Select Committee will take part in this exercise, so that our department can appropriately discuss with the Central Government to see what increases in manpower should be made.
DR. THE HONOURABLE KIM CHAM (in Cantonese):—Mr. Chairman, all the posts will have to be vetted by the Administration Select Committee and suitable candidates would have to be located. There is indeed a need to step up the activities of this unit.
MRS. LI (in Cantonese): Dr. CHAM's answer said that at a suitable time when we have a new head, the scope of work of the unit will be reviewed. I think the items that they are to work on will take time. But now I heard that there would be review in one year's time or a timetable is to be drawn up for the review, how are you going to conduct the work concerned if there are subsequent amendments?
DR. THE HONOURABLE KIM CHAM (in Cantonese):—It depends on need and we will make appropriate changes, of course. What we considered at the beginning of this year might be different when we come to the end of the year. There could be changing circumstances and if we have more staff for the Management Services and Audit Unit, we can work faster and handle more work. When we have an increase of staff in this unit, we can study and see what sort of work we can progress further and faster.
MRS. LI (in Cantonese):—When you review the work of the unit, will the Administration Select Committee take the opportunity to consult other select committees to see if they have any special need, or would there be a comprehensive review of the work of the Urban Council?
DR. THE HONOURABLE KIM CHAM (in Cantonese): Yes, this is what we have been doing all along. For example, a decision was reached to conduct a cleansing study after all select committees concerned had been duly consulted.
MRS. LI (in Cantonese):—Finally, during the past six months, a lot of people wrote to the newspapers expressing dissatisfaction with the work of the Management Services and Audit Unit. If this is the case, would the Administration Select Committee co-ordinate the work of the unit, so that the work would have the full support of the Urban Services Department?
DR. THE HONOURABLE KIM CHAM (in Cantonese):—Actually, we liaise very closely with the Urban Services Department and all along our co-operation has been a very good one. The Administration Select Committee has been reviewing the work of the Management Services and Audit Unit from time to time and the report of the unit is also vetted by the Administration Select Committee.

(a) a Declaration be made under section 79 of the Public Health and Urban Services Ordinance, Cap. 132 to amend further the Declaration of Markets in Urban Areas first published in the Gazette as Government Notice Number 1620 of 1960; and
