(f) another public assessment exercise, including the consultation of the extant political set-up

There are two criteria which I hope Government will NOT rely on solely and these are, economic performance and consultation of existing political system. It is problematic to rely on economic performance as the sole criterion as the exercise will tend to be tautological, i.e. if the economy is good, one argues that it is dangerous and foolish to rock the boat, if the economy takes a down-turn, one defends the system by saying that further evolvement will ruin the economy altogether. Consultation of existing political system and segments which are the prime beneficiaries of existing arrangements will most probably result in further self-aggrandizement.

Turning to the objectives of the future review, I hope one more will be added to those already listed in the White paper, and that is, to re-arrange the system of government to make it tight in terms of organization, cost-effective in terms of resources, and logical in terms of political and representational hierarchy.

With these words, Mr. Chairman, I support the motion before Council.

The question was put.

The motion was carried with 17 votes for and one abstention.
