3. MR. B. A. Bernacchi, Vice-Chairman of the Finance Select Committee, moved the following motion:--
‘RESOLVED that the Urban Council Financial (Amendment) By-laws 1984 be made under section 37 of the Urban Council Ordinance, Cap. 101.'
He said (in English):—Mr. Chairman, I rise to move the motion standing in my name:
"RESOLVED that the Urban Council Financial (Amendment) By-laws 1984 be made under section 37 of the Urban Council Ordinance, Cap. 101.'
These amendments arise principally from the decision of the Finance Select Committee to delegate more of its financial authority to committees and public officers, including certain provisions relating to authorization of expenditure. At the same time, opportunity has been taken to clarify the existing tender procedure.
Since acceptance of the amendments by the Finance Select Committee, the law draftsman under the directions of Mr. Johnson, the Senior Crown Counsel attached to the Urban Council, has slightly amended the wording of Clause 10, but still achieving the same aim.
