(b) if the venues concerned are ball game pitches, only one session should be allowed for any one candidate in respect of any one venue;
(c) banners, placards, posters etc. displayed in support of the campaign must be removed by campaigning parties and they should not be allowed to be hung on trees and plants to obviate damage;
(d) the candidates and their followers must observe all legislation governing the proper use of, and the maintenance of public order, in these UC venues; and
(e) the City and New Territories Administration should be the regulating body with respect to the allocation of venues in the event that more than one candidate apply at the same time.
MRS. LI (in Cantonese):—Could I ask Miss YEUNG another question? Now, in Miss YEUNG'S reply, you are talking about the election day itself and the arrangement for that particular day. But my question, in fact, is on the period before the next District Board Election, for publicity before the actual election day, will this be given priority by the Urban Council?
MISS YEUNG (in Cantonese):—For registration of electors, now if it has been done then the person can go ahead with publicity. I think Mrs. Li means the candidate, and the candidate could go ahead with all publicity programmes, then they will have to apply for venues and facilities and it is usually given.
MR. TONG (in Cantonese):—I do have another question. That is, during the campaigning period, there are a lot of candidates who make use of public parks and they put up posters and banners, now you said that this is co-ordinated by the Government Secretariat, does this mean that once they have applied with the Government Secretariat, they will not have to apply with the Urban Council?
MISS YEUNG (in Cantonese):—In the guideline issued by the Government Secretariat, it has been stated very clearly what they will have to do, they do not have to apply. But they cannot put up such banners on the trees or other places which may cause danger.

'RESOLVED that the Public Swimming Pools (Amendment) By-laws 1984, be made under section 42 of the Public Health and Urban Services Ordinance, Cap. 132'.
The purpose of the amendment to the By-laws is to revise the hire charges for group use of public swimming pools and their facilities and introduce new charges for electronic timing equipment and the swim-gym at Morrison Hill Pool. The present charges were last revised in 1983. Individual admission charges for members of the public will remain unchanged this year.

'RESOLVED that the Pleasure Grounds (Amendment) (No. 2) By-laws 1984, be made under section 109 of the Public Health and Urban Services Ordinance, Cap. 132'.
The purpose of the amendment By-laws is to simplify and revise, from 1 June 1984, the existing scale of fees for the use of indoor games halls and associated games rooms. The present scale of fees for use of these facilities was introduced on 1 April 1983. The revised scale slightly increases certain fees and reduces others.
