MRS. HO (in Cantonese):--Mr. Chairman, the answer is yes. From Appendix IV of the attached report, we can see the statistics on primary school children which include interested activities, chess game, story telling and other competitions.

MRS. CHOW (in English):--Mr. Chairman, the Director of Education has informed us that the study room facilities generally offered by the Council and Social Welfare Department, and other agencies had only been used 30% to 60%. During examination period, particularly preceding summer, we can see children using places like Kai Tak airport for revision of their homework. May I ask Mrs. Ho through you what the Council's policy regarding study room facilities is, and whether there is any plan concerning such facilities as there seems to be a certain demand for such facilities?

MRS. HO (in English):--Mr. Chairman, this is something which had been discussed for some years, and it was decided within Government, and the Council was informed that the provision of study rooms is the Government's responsibility and part of the Education Department's responsibility. The Council will provide such rooms only in district libraries where there is more space, but there is no room in the small static libraries which we are planning. There is also the question of rent because at the moment, the small static libraries are generally in rented premises, so we have a problem there.

MRS. CHOW (in English):--Mr. Chairman, will there be provisions for such study rooms in the future district libraries?

MRS. HO (in English):--Yes, in every district library, there will be adequate study rooms. Moreover, there will be different entrances to the study rooms so that the opening hours could be extended when the main library section is closed.

MR. CHAINE (in English):--Mr. Chairman, out of the five existing libraries, only three of them provide audio-visual material, such as video cassettes, gramophone records, audio cassettes, microfilms and slides. Now, in the new library in Aberdeen which will be opened at the end of 1982, would the Council provide such audio-visual material?

MRS. HO (in English):--Mr. Chairman, I wish I had notice of this question. I can only say that wherever possible, this is being provided. The audio visual and the other specialized libraries are pilot schemes, and we will gradually be putting them in wherever it is possible. I am sorry I can't tell Mr. CHAINE immediately whether the library in Aberdeen has it or not. I assume it has.

MOTIONS

HONG KONG URBAN COUNCIL

1. MR. KENNETH T. C. LO, CHAIRMAN OF THE Recreation Select Committee, moved the following motion:--

RESOLVED that the Bathing Beach (Amendment) By-laws 1982 be made under section 109 of the Public Health and Urban Services Ordinance, Cap. 132.

He said (in English):--Mr. Chairman, as Chairman of the Recreation Select Committee, I rise on the motion standing in my name:--

RESOLVED that the Bathing Beach (Amendment) By-laws 1982, be made under section 109 of the Public Health and Urban Services Ordinance, Cap. 132.

The purpose of the amendment to the By-laws is for the better management of all gazetted beaches by prohibiting lighting of fire on a gazetted beach apart from designated barbecue areas and disallowing windsurfing or parasailing or parachute jumping or similar activities within the gazetted boundaries of the beach. This will help to provide a better and safer environment for beach goers.

2. DR. DENNY M. H. HUANG, Chairman OF THE ENVIRONMENTAL HYGIENE SELECT COMMITTEE, moved the following motion:--

'RESOLVED that the Ventilation of Scheduled Premises (Amendment) By-laws 1982 be made under section 94A of the Public Health and Urban Services Ordinance, Cap. 132.'

He said (in Cantonese):--Mr. Chairman, as Chairman of the Environmental Hygiene Select Committee, I rise to move the motion in my name. The Ventilation of Scheduled Premises (Amendment) By-laws 1982 now before the Council, when adopted, will serve to amend the operating temperature of fusible links to operate the damper fitted to every duct of a ventilating system where it passes through any floor, wall or ceiling as laid down in By-law 4(1)(g)(v) of the principal By-laws by substituting 69°C for 65°C to accord with the fusing temperature of the metal customarily used in these fusible links.

The Director of Fire Services has drawn attention to the fact that the temperature of 65°C specified for the operation of the fusible links in the said
