many kindnesses that I have received from you, Sir, as Chairman and from so many colleagues on the Council. I thank all and particularly those who have supported me on the Administration Select Committee over so many years and in Management Consultant Sub-Committee in more recent years. To those few whose susceptibilities I may have offended from time to time, may I only express my regret that they have given me so much cause! I would like to record my deep appreciation to the Council Secretariat who have always been most willing and obliging, to Jack TINSON, the Secretary, Urban Council, and to Abdul KITCHELL, who also is Deputy and Secretary of my Committee, and to the staff including LAU Fat, who pursues me in my frequent visits to the Chamber with cups of hot strong coffee. Also, Sir, I would like to express appreciation to the Department, to the D.U.S., Mr. Brian WILSON, his deputies and assistants and staff. The Hong Kong Civil Service is often underrated and abused but, in fact, I believe it to be second to none. I think that with a little encouragement from its friends, the U.S.D. can stand proudly as one of the more effective departments of the Government! Finally, Sir, may I extend my best wishes to the Urban Council in its important work and service to the community. I hope very sincerely that it will continue to progress under your guidance, and that of your successors, with dignity and purpose. (Applause).
