'RESOLVED that the Public Swimming Pools (Amendment) By-laws 1980, be made under section 42 of the Public Health and Urban Services Ordinance, Cap. 132.'
The purpose of the amendment By-laws is to increase fees and hire charges for the use of swimming pool facilities. The present fees and hire charges were introduced in 1976 and it is now necessary to raise them in order to meet, in part, increasing maintenance and staff costs. Even with the revised fees the Council will still be subsidizing swimming pools to the extent of 65%.

2. MRS. GRACE HO, CHAIRMAN OF THE ENVIRONMENTAL HYGIENE SELECT COMMITTEE, moved the following motion:
'RESOLVED that the Public Funeral Hall (Amendment) By-laws 1980, Public Cemeteries (Amendment) By-laws 1980, Cremation and Gardens of Remembrance (Amendment) By-laws 1980, and Exhumation (Fees) By-laws 1980 be made under Sections 123C, 116, 124E, and 118(5) of the Public Health and Urban Services Ordinance, Cap. 132.'
She said (in English):-Mr. Chairman, as the Chairman of the Environmental Hygiene Select Committee, I rise on the motion standing in my name:- 'THAT the Public Funeral Hall (Amendment) By-laws 1980, the Public Cemeteries (Amendment) By-laws 1980, the Cremation and Gardens of Remembrance (Amendment) By-laws 1980 and the Exhumation (Fees) By-laws 1980 be made under Sections 123C, 116, 124E, and 118(5) of the Public Health and Urban Services Ordinance, Cap. 132 respectively.'
Fees for the disposal of the dead were last reviewed on 1 December 1977. Since then, operational costs have increased considerably and it is necessary for fees to be revised to reduce the deficit incurred by the Council on these services. I wish to stress that even after the revised fees are introduced on 1 April 1980 the Council will still be significantly subsidizing the various services, especially cremation costs, columbaria niches and the services provided by the Hung Hom Funeral Parlour.
