MR YOUNG (in English):-Mr Chairman, after the scheme has been tried out, will the Council consider recruiting Auxiliary Litter Wardens, not only from students of the two universities and the Polytechnic, but also give consideration to the other public-spirited youths, especially young workers.
MRS HO (in English):-Mr Chairman, certainly, we have got to assess whether this experiment will be a success or not, and the secondary item whether there will be money to do so. I am sure we will keep monitoring this system closely and extend it if it proves to be a success.
MR H. M. G. FORSGATE (in English):-Mr Chairman, as the general public tend to attribute all shortcomings in all beaches to the Urban Council, could we ask the Chairman of the Environmental Hygiene Select Committee, who is also Chairman of the Keep Hong Kong Clean Campaign Committee, exert pressure on the Government to ensure that the effort that we are putting in in the urban areas is matched by an equal effort in the areas outside our control?

MRS HO (in English):-Mr Chairman, that was considered at the Keep Hong Kong Clean Campaign Committee. Have you noticed in my reply, I was only able to say that we will do it in three beaches because the money for these three urban beaches comes from the Council. There was a proposal that we extend it to two New Territories beaches, and up to the present moment, I have not been able to get a clear-cut answer from Government to say that the funds would be available. I certainly hope that will be.
MOTION
MR PETER P. F. CHAN, CHAIRMAN OF THE MARKETS AND ABATTOIRS SELECT COMMITTEE, moved the following motion (in English):-Mr Chairman, I rise on the motion standing in my name:-
'THAT a Declaration be made under section 79(1) of the Public Health and Urban Services Ordinance, Cap. 132, to further amend the Declaration of Markets in Urban Areas first published in the Gazette as Government Notice Number 1620 of 1960; and That the Public Health and Urban Services (Public Markets) (Designation and Amendment of Tenth Schedule) Order 1979 be made under section 79 of the Public Health and Urban Services Ordinance, Cap. 132.'
The Council has been making conscious efforts to modernize or rebuild existing markets and to construct new markets to meet public needs. Six new markets/temporary markets have been completed during the past nine months and are now in operation. Two of these, the Haiphong Road Temporary Market and the Yue Wan Market are replacing respectively the old Tsim Sha Tsui Market and a very small and outdated market in Chai Wan.

constructed by the Council, with a cooked food section and a library on its upper floors. The Yue Wan Market is in fact the first multi-user market building.
The Smithfield Road Temporary Market and the Centre Street Market have absorbed a large number of on-street hawkers and have helped to ease the traffic flow and improve the environs in the Western District.
Two other markets are meeting special needs. The Lee Chung Street Cooked Food Market serves a most useful purpose in the industrial area in Chai Wan, whilst the On Ching Road Flower Market caters mainly for visitors to the funeral parlours in Hung Hom.
The Council is moving ahead with the construction programme of markets despite the shortage of land which would have to be in commercially attractive locations. Two new markets are scheduled to be completed within the current financial year, i.e. the Bowrington Road Market and the Tai Shing Street Market in Wong Tai Sin.
With these remarks, I beg to move.
