(b) Museum of Art
(i) To promote the appreciation of art, both traditional and modern, by local and overseas artists, through a continuous series of exhibitions, film shows, awards, lectures and publications on art;
(ii) To encourage and assist local artists in their artistic pursuits;
(iii) To enlarge and develop the existing collections;
(iv) To develop and widen the scope of education and extension services;
(v) To prepare the publication of catalogues on the major collections of the Museum of Art;
(vi) To maintain a programme of exhibitions at a level of high artistic merit;
(vii) To improve and expand the scope of the display of Chinese antiquities;
(viii) To set up a Chinese Fine Art section;
(ix) To set up a Historical Picture section.
(c) Museum of History
(i) To enlarge and develop the collections relating to local history, ethnography and archaeology and to secure the proper documentation of existing and new collections by active field programmes;
(ii) To develop a natural history section and to build up the Museum's collections;
(iii) To develop a programme of publications on the Museum's research, collections and related topics;
(iv) To develop and widen the scope of educational and extension services and to consider the development of a programme of documentary films on topics related to the Museum's activities;
(v) To improve the Museum's standing exhibition on local history and prehistory;
(vi) To promote understanding of and interest in local history, ethnography and archaeology through a regular programme of exhibitions, film shows, lectures and publications;
(vii) To develop a reference collection relating to Hong Kong archaeology and ethnography for study purposes.
(viii) To assist the Hong Kong Archaeological Society in its activities;
(ix) To develop a conservation section.
(d) Museum of Science
(i) To seek a suitable site for a permanent museum of science and technology;
(ii) To establish a planning team for the furtherance of this project;
(iii) To establish the policies for the museum of science and technology, in particular its exhibition philosophy and its scope;
(iv) To continue to search for suitable premises for a temporary science museum, the operation of which will satisfy an urgent need of the community and will provide useful working experience for the permanent museum.
11. Recreation and Amenities
Public Open Space
(a)
(i) To achieve the maximum possible provision of suitable local and district public open space for the community at large, such as by way of urban renewal schemes, reclaimed land, or utilization of ex-military land.

(ii) To obtain an improvement in approved planning standards for the provision of local and district public open space to the greatest benefit of the community.
(iii) To ensure that, in all development schemes, suitable local and district public open space is provided to approved planning standards and in a way that will meet the varying recreational needs of the community.
(iv) To develop all local and district public open space allocated to the highest possible standard.
(v) To press for the proper conservation of all designated green belt areas and all other areas of aesthetic or recreational value.
Parks, Playgrounds and Amenity Areas, Indoor and Outdoor Sporting Facilities
(b) (i) To achieve the highest possible standard in the management and maintenance of existing recreational facilities.
(ii) To provide more parks, playgrounds and amenity areas to the greatest benefit of the community.
(iii) To achieve further progress in the provision of a variety of modern recreational facilities for all age groups.
(iv) To press ahead with the programme for the construction of more district indoor games halls and other sporting facilities for training and competition.
(v) To maintain liaison with the many public and private organizations, which have an interest in the Council's projects, or which may be able to assist in meeting public demand for additional facilities.
(vi) To promote a programme of recreation in co-operation with public and private organizations, as appropriate, in order to provide for the better development of recreation and sport in all walks of life.
(vii) To improve and strengthen the Recreation Promotion Unit for the efficient implementation of the Council's policies.
General Horticulture
(c)
(i) To continue the amenity tree, shrub and flower planting programme, with particular emphasis on the mass planting of colourful flowering species.
(ii) To continue to increase stocks of standard trees for planting along roadsides and around public buildings; to utilize all available space for such planting and to preserve mature trees where possible; and to collaborate with the Director of Public Works in the creation of tree-lined avenues and promenades.
(iii) To review the functioning and practices of all plant nurseries with a view to ensuring maximum quality, output and economy and to forward such schemes for modernization and mechanization as may be necessary.
(iv) To investigate, adapt and improve all methods of a horticultural nature undertaken by the Urban Council and to assess and update the training provision for staff engaged thereon.
(v) To continue to develop and diversify the horticultural content of the Zoological and Botanical Gardens with the eventual intention of restoring its original purpose.
(vi) To investigate the economics and effectiveness of all machinery, fertiliser and other materials used in horticultural and grounds maintenance in an endeavour to establish uniform and economic usage.
