on a recent visit to Kowloon Park, I noticed lots of young people playing football, in fact there were several games of football going on on one pitch at the same time. Could I have the assurance of the Chairman of the Recreation and Amenities Select Committee that he will re-examine the provision in the completed Kowloon Park to make sure that the young people's active recreation is properly catered for?

MR. Lo (in English):-Mr. Chairman, there are some facilities for active games in Stage II of the Kowloon Park development, but the main part of the active games development will be in Stage III with the Swimming Pool Complex and there will be football pitches, volley-ball and basketball courts connected with that as well. The main bulk of the active games facilities will be in that stage.

MR. HILTON CHEONG-LEEN (in English):-Mr. Chairman, could the Chairman of the Select Committee, on behalf of his Committee, express to the Town Planning Board the need for urgency in the preparation of the revised plans, and inquire from the Town Planning Board as to approximately how soon will such plans be made available for public information?

MR. Lo (in English):-There is an established procedure, Mr. Chairman, for the plans to be published and objections to be lodged. However, how quick we want things to be done, the procedure will have to be gone through, but certainly we'll try to make it as expeditiously as possible.

MR. CHEONG-LEEN (in English):-By way of clarification, I did, Mr. Chairman, understand that the procedure has to be followed. But what I did request was to express to the Town Planning Board that there is a need of urgently having this plan prepared and of making it available to the public for comments by members of the public.

MR. Lo (in English):-The Director of Urban Services is our representative on the Board to represent our interests and I'll certainly ask him to put forward the views that I have been expressed.

MR. TSIN SAI-NIN (in Cantonese):-Mr. Chairman, I have some doubts. I have just heard the Chairman of the Recreation and Amenities Select Committee state that the Director of Urban Services is the Urban Council's representative on the Town Planning Board. I would like to ask this question. Do we have a proper representative on the Town Planning Board? And secondly, if we have one and when we decided on Stages II and III of our plans, did the Town Planning Board have prior knowledge of this? We spent some years trying to formulate

these plans, but they were crushed very easily, what is the reason behind this?

MR. Lo (in English): -Mr. Chairman, I have said that the Director of Urban Services is our representative on the Town Planning Board. As to the other matter raised by Mr. TSIN, it is regrettable that the Committee and this Council, having spent so much time on designing and finalizing plans for the re-development of Kowloon Park, should at this very late stage, be faced with new proposals which might necessitate a change of those plans.

CHAIRMAN (in English):-Does any other Member wish to have the floor? Then, is it your wish that I adjourn Council? Before we do so, may I have your permission to refer this matter also to the Chairman of the Works Planning Select Committee? If we could only enlist his support, then we would have a veritable Kowloon champion to fight the battle for Kowloon! Is that agreed? Thank you. (Laughter)
