(i) To reprovision the Oil Street Funeral Depot.

(ii) To press for the early allocation of funeral parlour sites adequate for future development.

3. Cultural Complex

To continue with the detailed planning of the cultural complex and to start the construction of the planetarium at Tsim Sha Tsui.

4. Cultural Services-City Hall

(a) To promote the City Hall as the cultural centre of Hong Kong by means of suitable publicity on the wide range of cultural functions now taking place at the City Hall.

(b) To improve the existing facilities and services in the City Hall.

For the Betterment of Cultural Life

(c) To increase the accessibility of the performing arts to the public, especially young people, by organizing presentations of Western and Chinese music, drama, dance, films and other performing arts by local and international artists at low admission prices.

(d) To increase the volume of assistance to hirers in order to facilitate their presentation of cultural programmes at the City Hall.

(e) To encourage local young artists making their debut by offering the experience and facilities of the City Hall.

(f) To promote and assist the Hong Kong Philharmonic Orchestra to become a fully professional body.

(g) To promote an appreciation of Chinese instrumental music by presenting regular concerts of such music with a view to setting up a professional Chinese music orchestra.

(h) To promote an appreciation of drama and to improve the standard of production among local dramatic groups with a view to setting up a professional drama group.

(i) To promote an appreciation of ballet and folk dances by presenting regular dance performances with a view to setting up a professional dance group.

(j) To promote an appreciation of good quality films, both features and documentaries.

(k) To organize and present lectures, master-classes and workshop sessions on the various performing arts with a view to promoting their appreciation by the public and to improving the standard of local young performers.

(l) To promote appreciation of art and science by organizing and presenting popular exhibitions of a general nature.

(m) To support the Hong Kong Arts Festival and the Festival on Hong Kong by way of subsidy and professional assistance.

Entertainments

(n) To pursue and sustain an imaginative and varied programme of public entertainment.

(o) To promote co-operation between public and private organizations in pursuance of a fuller entertainment programme and to co-ordinate all such efforts to achieve this aim; and

(p) To take into account the special requirements of the elderly and the handicapped when drawing up the entertainment programme.

5. Environmental Hygiene

(a) To maintain and, where possible, improve those services designed to provide satisfactory standards of environmental hygiene and to abate sanitary nuisances by providing the urban areas of Hong Kong with effective street cleansing, refuse collection, public convenience and conservancy services; and to continue the "Keep Hong Kong Clean" Campaign.

(b) To press for the allocation of land for the siting of adequate off-street refuse collection points in the urban areas.

(c) To press on public health grounds for improvements in the system of sewage disposal.

(d) To raise the standard of environmental hygiene, abate sanitary nuisances and prevent vermin infestation in and around buildings (including building sites) by providing regular inspection and pest control services.

(e) To prevent the breeding of malarial vectors by providing anti-malarial services for appropriate places.

(f) To raise the standard of hygiene in commercial bathhouses, laundries, places of public entertainment, places of amusement and offensive trades by:

(i) enforcing compliance with the relevant legislation in so far as it relates to the above businesses;

(ii) processing all applications for licences by a Central Licensing Unit to ensure that licences are granted as expeditiously as possible, and to further improve licensing procedures whenever appropriate; and

(iii) taking such action as may be practicable to prevent the operation of illegal or unhygienic businesses.

(g) To press on public health grounds for the provision of mains water supplies to all parts of the urban areas.

(h) To press for the elimination of pig-breeding and pig-keeping in the urban areas in the interests of public health and for the abatement of nuisance.

(i) To further the knowledge and understanding of the Council's health education policies in all sections of the community and, particularly among school children.

6. Food Hygiene

(a) To improve the methods of enforcement of the by-laws and regulations relating to food, maintaining close liaison with other departments.

(b) To keep under review the legislation relating to food in the light of developing food technology and of research in food science.

(c) To keep abreast of developments in the field of additives and contaminants in food in conjunction with the Government laboratory.
