their investigations first and then that will be the opportune time for us to consider the matter.

MR. EDMUND CHOW (in Cantonese):-Mr. Chairman, I want to know this, if it were not the experts in England, may be the experts from some other countries, will we consider implementing legislation in accordance with our advice?

MR. SIN (in Cantonese): -Mr. Chairman, this Council has noted the advice and also the legislation of other advanced countries, so that our legislation will keep in step with others.

MR. NG (in English):-Mr. SIN has been concentrating on frozen food. Can he advise the Council what temperature has tinned food got to be stored at and being kept indefinitely?

CHAIRMAN (in English):—No, this is not in the original question.

MR. NG (in English):—Yes, in a question of frozen or tinned food . . .

CHAIRMAN (in English):-Yes, but the question of temperature? If Mr. SIN is able to answer that question, I will allow it.

MR. SIN (in English): -Mr. Chairman, actually it is very easy to answer that question, a question from my predecessor. Actually I think he can answer the question better than I can.

That is to say a man who simply sells tinned food in Hong Kong will require no licence from this Council. (Laughter).

CHAIRMAN (in English):-Didn't Mr. P. K. NG ask about the temperature of tinned food? In any case, you have the floor.

MR. PETER P. K. NG (in English):—I am not worrying about the licence. What I am worrying about is the expiration of the food con- tained in the tin. I don't think Mr. SIN has touched on that and that's my original question.

MR. SIN (in English):-I will take expert advice from the depart- ment, Mr. Chairman. However, I would like to emphasize that if the man requires no licence from this Council, we have no control.

CHAIRMAN (in English):-Well, when you said expert advice from the department, you should have included your predecessor. (Laughter).

MR. Lo (in English):-If I invite the Chairman of the Food Hygiene Select Committee to dinner serving only date-expired food, would he accept or not?

MR. SIN (in English):-If it is fit for Mr. Lo, it will be fit for me. (Laughter).

(Mr. H. M. G. FORSGATE left the meeting at this point.)

MOTION

(1) MR. PETER P. F. CHAN, CHAIRMAN OF THE CEMETERIES, CREMATORIA AND FUNERAL Parlours Select COMMITTEE, moved the following mo- tion (in English): -

"THAT the Undertakers of Burials By-laws 1974 be made under Section 92B of the Public Health and Urban Services Ordinance."

He said: In rising to the motion standing in my name, I would like to draw Members' attention to the fact that these proposed By- laws are to replace provisions which formerly provided for licensing of undertakers under the Miscellaneous Licences Ordinance.

The By-laws lay down the records which an undertaker shall be required to keep, which make it mandatory to specify amongst other things the manner and place of the disposal of the remains, which should assist in preventing illegal burials.

The licensee is restricted to carrying on business as an undertaker at the premises specified in the licence.

The Council will have powers to refuse to issue or revoke a licence if it is of the opinion that it is in the public interest to do so.

Other provisions lay down licence fees and penalties for contraven- ing the provisions of By-laws 8, 9 and 10.

There are also transitional provisions to cover licences which are current and which were issued under the Miscellaneous Licences Ordinance.

The Schedule to the By-laws also shows the form the licence will take.
