The Department has been aware for some time that the Hawker Control Force Salary Review has been in hand but, unfortunately, was not told that the reviews of other disciplined forces would be announced earlier than that of the H.C.F. This has led to a certain amount of disquiet amongst the Force, which it is hoped will be alleviated when the Review is announced.

RESUMPTION OF THE FOLLOWING MOTION MOVED BY MR. EDMUND W. H. CHOW AND SECONDED BY MR. CHARLES C. C. SIN AT THE MEETING OF THE COUNCIL HELD ON 9TH APRIL, 1974

"Resolved that Standing Order 3 be amended by the addition of new sub-paragraphs (3) and (4) to read as follows:

(3) The Standing Committee of the Whole Council may appoint Sub-committees for purposes to be specified by the Standing Committee of the Whole Council. No act of such Sub-committee shall have effect until approved by the Standing Committee of the Whole Council. The Chairman of the Council shall have the right to attend and vote as a member at any meeting of any Sub-committee appointed by the Standing Committee of the Whole Council.

(4) Except where ordered by the Standing Committee of the Whole Council, business shall not be transacted at a meeting of any Sub-committee appointed by the Standing Committee of the Whole Council unless at least one quarter of the number of that Sub-committee be present:

Provided that in no case shall the quorum of such Sub-committee be less than two Members."

STATEMENT OF THE “KEEP HONG KONG CLEAN" CAMPAIGN BY DR. DENNY M. H. HUANG, CHAIRMAN OF THE ENVIRONMENTAL HYGIENE SELECT COMMITTEE

DR. DENNY M. H. HUANG (in Cantonese):-The "Clean Our Beaches" operation will be launched from this June to August concentrating on the 12 gazetted beaches on the Hong Kong Island and another 12 of the major gazetted beaches in the New Territories.

The "Clean Our Beaches" Working Group has met regularly for the past 3 months to consider ways and means of achieving a considerable improvement in the total environment of these beaches during the operation period. There are three fronts of approach and the progress on each is:

(a) Combatting sea-borne refuse

There are two approaches on this front: (i) The creation of “flying squads”

Work is now in hand in setting up 2 "flying squads" each for Hong Kong Island beaches and New Territories beaches which will operate on a short term basis during the action period. Each squad, centrally based, will have its own staff, transport and equipment and the intention of these squads is that they will provide immediate assistance to beaches which are polluted by sea-borne refuse to the extent that normal beach staff cannot cope.

(ii) Trial use of sampans to collect sea refuse

A one-month trial exercise will be conducted in June using sampans in an effort to collect refuse from the sea area adjacent and parallel to a number of selected beaches on the Hong Kong Island (initially the Repulse Bay, Deep Water Bay, Middle Bay, South Bay and Chung Hom Kok). A fleet consisting of one motorized cargo boat and several sampans with workers on board will scoop and collect sea-refuse from one area to the next where needed. It is hoped that a detailed evaluation can be gained from this trial of its potential for future and more widespread use on a permanent summer basis at this and other areas.

(b) Problems of cleanliness of the beaches and their amenities

These largely result from littering and misuse by beach goers. During the operation period, all beach staff will work over-
