expected to be completed sometime in 1975. When the new Market is in operation, the hawker situation in this area should show some improvement.

MR. R. H. LOBO (in English):-Mr. Chairman, I was not able to understand all of Mr. Hu's Cantonese, but I believe that he said that in 1975, we should see some improvements, may I know if it is only in 1975 that we are able to see some improvements?

MR. HENRY H. L. HU (in English):-Not necessarily so.

The said Committee did visit the place last Saturday, i.e. 12.1.74 in the morning. We did discuss this problem with the officers on the spot, and we are aware of the public interest, and we will improve the conditions there even before the market will be completed. I can assure Mr. LOBO and, through him, Mr. FORSGATE, we are indeed very grateful for his attention to this area and we will look into it.

MR. B. A. BERNACCHI (in English):-On a point of order, I rise again, Mr. Chairman. Is it not out of order for you to have answered in Mandarin at present? (Laughter).

CHAIRMAN (in English):-You are perfectly right. I listened with such fascination to Mr. Henry Hu that I was carried away. I actually thanked him in the Shanghai dialect. (Laughter).

MR. HILTON CHEONG-LEEN (in English):-Mr. Chairman, aren't you speaking a refined form of Cantonese?

MR. JOHN MACKENZIE (in English):-In his statement, Mr. Hu commented on the 55 year-old Mong Kok Market. The reprovisioning work will be completed in 1975, possibly. In view of the fact, Sir, that this item was first introduced to the Public Works Department programme in Category "C" in 1959, and was upgraded to Category "B" in 1967, upgraded again to Category “A” in 1972, does this not again illustrate the need for this Council to seize the initiative in its building programmes, including market building programme?

MR. HENRY H. L. HU (in English):-Most grateful for Mr. MACKENZIE pointing out this. We certainly will keep his point in our minds, and will press ahead for the building of this market.

MR. CHAN CHI-KWAN, PETER (in Cantonese):-Mr. Chairman, I can understand a certain percentage of the Chinese, when I read the English copy, I could understand well. According to the answer given by Mr. Henry H. L. Hu, sometime in 1975, there would be a new market, and this new market, is it a temporary one or a permanent one? Can Mr. Hu clarify this whether in Chinese or in English?

MR. HENRY H. L. HU (in English):-We will have a temporary one very soon to remove the hawkers from the present bazaars to trade in that temporary one, and we will then demolish the present 55 year-old market and build a permanent market.

MR. CHAN CHI-KWAN, PETER (in Cantonese):-I would like to ask when will this temporary one be constructed?

MR. HENRY H. L. HU (in English):-I cannot give you the definite date, but we shall discuss this in the next Select Committee. I should think, very soon, may be in the next two or three months.

MR. ALEX S. C. WU (in English): Mr. Chairman, I would like to ask Mr. Hu whether his Committee is aware of other areas having a similar situation, such as Fa Yuen Street and other places in Kowloon City where no cars can pass?

MR. HENRY H. L. HU (in English):-The Select Committee usually visit one or two times each month, so the Committee is well aware of the situation in Hong Kong and Kowloon side. There may be cases where at the end of one street or at the end of one area there would probably be so many hawkers but, generally speaking, in a main thoroughfare, or even in the thoroughfare which is not so important but nevertheless, it is a thoroughfare, I think the Urban Services Department and Urban Council have done a good job, and they are now much better for the cars to pass through. There are one or two places I understand, at the end of one area which are still congested with hawkers. For example, the place which Mr. FORSGATE pointed out. It is also in one corner of the Mong Kok area. As a matter of fact, it is already on the sea-shore and usually very few cars will go there.
