HONG KONG URBAN COUNCIL
MISS YEUNG (in Cantonese):-Thank you. The Chairman has said that this is a special favour, but I feel that this is part of sanitary hygiene. Although it is not concerned with Government's job, it still concerns our living conditions.
CHAIRMAN (in English):-The Chairman always prefers to let the lady have the last word. (Laughter).
(6) MR. F. K. Hu asked the following question (in English):-
What are the future plans for games halls?
How many will there be?
Where will they be located?
When will they be built?
MR. KENNETH T. C. Lo, CHAIRMAN OF THE RECREATION AND AMENITIES SELECT COMMITTEE, replied as follows (in English):-
This question which is in four parts relates to the very important programme for multi-purpose games halls.
The answer to parts one and two of the question is that there are plans for constructing 14 multi-purpose games halls throughout the urban areas of Hong Kong Island and Kowloon.
(Mr. Peter C. K. CHAN left the meeting at this point.)
The answer to the third part of the question is that these multi-purpose games halls will be located in:-
(i) Central, or Harcourt Road, west of the Police Headquarters
(ii) Peak or Mid-Levels
(iii) Aberdeen Sports Ground extension
(iv) Western District
(v) Aldrich Bay Reclamation
(vi) Wan Chai Reclamation
(vii) Kai Tak East
(viii) Kowloon Park

(ix) Fa Hui Park

(xi) Kowloon City District

(xiii) Hong Ning Road Playground, Kwun Tong
(xiv) Sam Ka Tsuen Reclamation Ground

The last part of the question relates to the timing of the programme. This has not moved ahead as quickly as the Council would have wished, and at the present time there is only one multi-purpose games hall in existence. This was recently completed and is at Kai Tak. It is hoped to have three more under construction within the current financial year, and these will be located at
Morse Park;
Cheung Sha Wan; and
Fa Hui Park
One further multi-purpose games hall is included as part of the intended major development on the Wan Chai Reclamation which is being proposed for upgrading to Category A. Three more could be started next year at Kowloon Park, Hong Ning Road Playground; and possibly Aberdeen.
The remaining six games halls are dependent upon sites becoming allocated and, where necessary, cleared. This is under close watch to see that the impetus recently given to this programme, by making funds available from the Urban Council Budget and utilizing the services of the Public Works Department to construct multi-purpose games halls on Urban Council sites, is continued.
MR. T. S. Lo (in English):-I was deferring to Mr. Hu whom I thought would ask a supplementary. I do not know whether this comes within the question, Mr. Chairman, but I think it does. It is a question of youth leaders or recreational leaders who would be employed to man the games halls. Is it intended to provide these games halls with recreational leaders, games leaders, or youth leaders, in order to assist those who use the games halls to use them to their best advantage, and to ensure that no undesirable elements will be using them, and so forth.
