attention of the C.D.O's in that area to help us to find a site, but they still have not yet been able to come up with any suggestion.

MR. T. S. LO (In English):- Mr. Chairman, may I ask whether it is within the power or jurisdiction of the Urban Council to allocate rubbish dump sites?

CHAIRMAN (In English):- We endeavoured to find sites which will be suitable to the public.

MR. T. S. LO (In English):- Might I ask whether you are empowered to allocate the site?

CHAIRMAN (In English):- Again, as I say, it's not a question of “allocating” a site, but “choosing” a site convenient to the public whom we are trying to serve.

MR. T. S. LO (In English):- Mr. Chairman, do you have to satisfy Crown Lands that the site is suitable for rubbish collection?

CHAIRMAN (In English):- This isn't the case for "on-street sites" about which we are talking. In the case of "off-street sites" we have to depend on allocation from elsewhere.

MR. KAN (In Cantonese):- May I now ask my last question. What action will be taken by Dr. HUANG to exercise closer supervision and minimize health hazards? Is he going to persuade residents nearby that they should not throw rubbish. What measures is he going to take?

DR. HUANG (In Cantonese):- By that phrase, I mean that if residents throw rubbish there, they would be prosecuted. We have received frequent complaints about refuse collection points. Our reaction generally is that staff should pay closer attention so that people will only bring their refuse there before the van arrives. We would prosecute those who place their refuse anywhere.

CHAIRMAN (In English):- I would like to add to that, ladies and gentlemen. In fact, we have three collections at this particular point, and we have a labourer whose job is to make sure that the place is tidied up after each collection.
