of more off-street refuse collection points, renovation of existing public conveniences and building of new public conveniences and bathhouses.

(b) To continue to improve generally the efficiency of the cleansing organization through—

(i) provision at all levels in departmental grades of an adequate core of officers with experience and specific skills in cleansing;

(ii) in pursuance of (i), careful selection for training, both departmentally and as appropriate by attachment to British local authorities, of minor supervisory staff and of members of the Health Inspectorate.

(c) To follow through the efforts in furtherance of the aims of the Keep Hong Kong Clean Campaign 1972.

Cemeteries, Crematoria and Funeral Parlours

21. (a) Cemeteries

(i) To ensure optimum usage of existing cemetery land by exhuming deserted graves.

(ii) To improve the amenities and facilities in public cemeteries.

(iii) To exercise better control over the management of private cemeteries through legislation.

(iv) To continue to press for the early allocation of land for the extension of existing private cemeteries as required.

(b) Crematoria

(i) To continue to encourage and promote cremation. (ii) To press for the early reprovisioning of the existing Diamond Hill Crematorium.

(c) Funeral Parlours

(i) To press for the early reprovisioning of the existing Hung Hom Funeral Depot.

(ii) To plan for the reprovisioning of the existing Oil Street Funeral Depot.

(iii) To press for early allocation of funeral parlour sites adequate for future development.

GENERAL POLICY

22. To implement the 1971 White Paper on the Urban Council, and to consider what additional changes might be possible.
