preparation would be made before the new rates were implemented. I thought that this matter had been settled by the Standing Committee

of the Whole Council.

MRS. E. ELLIOTT:- May I ask for clarification because even now I am not aware of whether or not the meat trade has been informed of the decisions and whether they have been given an opportunity to object?

CHAIRMAN:- It is rather remarkable because the press has been full of it for the past few days, as Mr. CHUI spoke to the trade.

The question was put.

The motion was carried with 21 votes for and 2 abstentions.

MR. BERNACCHI:- Before closing, I do not like to abstain without giving my reasons. I abstained on two motions this afternoon and I would crave personal leave to give my reasons.

The first reason was because I do not like the system of burying a deceased person and digging him up five or six years later, I think an alternative method should be found. The second was because I just do not know enough about the subject to know whether or not the meat traders have been sufficiently warned or notified of the changes.

FAREWELL TO HON. MRS. JOYCE SYMONS AND HON. G. T. ROWE, DIRECTOR OF SOCIAL WELFARE

CHAIRMAN: Before I close the meeting, ladies and gentlemen, I would like to say farewell to the Director of Social Welfare, Mr. George ROWE, and, in her absence, Mrs. Joyce SYMONS. As members are aware, Mr. Rowe will proceed on leave shortly, prior to retirement, and Mrs. SYMONS has found it necessary to resign from the Council with effect from the 1st October in view of her other heavy commitments. Mr. Rowe became a member of the Council in September 1968 and Mrs. SYMONS in March 1969, and we lose a wealth of experience with their departure. We thank them for all their help while they have been with us and we wish Joyce and her husband and George and his family health and happiness in the future. (Applause).
