coming October, but then we were told that Princess Alexandra was to visit Hong Kong, so we thought we had better wait another couple of weeks, so I said November 1st and it was agreed that it is the best date to start.
MR. BERNACCHI: - What actual steps are being taken to interest the public?
DR. HUANG: - Well, we plan to start the intensive publicity campaign on August 1st, and by then all radio, television and newspapers will join forces and tell the public why we need such an Anti-Litter Campaign, in what way they should deal with their litter and if they do not co-operate what kind of action we would take.
MR. HU: Mr. Chairman, may I ask one supplementary. Has the money been approved by the Secretariat?
DR. HUANG: - Well, out of a total of 4.2 million, we had our non-recurrent expenditure of 1.29 approved. We are still waiting approval for recurrent expenditure. We were given to understand that the 2.953 million for recurrent expenditure will probably be forthcoming. As far as the 1 million dollars for community involvement is concerned, we were also given to understand that probably there would be no problem.
MR. HU: Mr. Chairman, may I ask another supplementary? Do I understand correctly that this "Keep Hong Kong Clean" Campaign consists of two parts; one is the publicity campaign and the other part is actual cleansing. Is that correct?
DR. HUANG: - Well, we are going to have three months intensive publicity campaign, then following in November we are going to clean up the whole urban area in 12 different areas. After every district has been cleaned, it will be followed by intensive inspection and rigorous prosecution, so we may say it is evenly divided into three stages.
MR. SALES: Mr. Chairman, how long is the Campaign going to last from the 1st November?
DR. HUANG: - It is difficult to say how long the whole Campaign will last, because the intensive publicity campaign can be counted as part of the Campaign. At the end of November the extra staff will cease to work and probably the organization members will cease to work, but our litter squads, that is about 48 litter squads, plus the additional prosecuting officers, will continue to work. That is to say, we would like to see that the places can be kept clean after November 30th.

MR. WU: - Mr. Chairman, about a month ago, TVB sponsored some propaganda work on this "Keep Hong Kong Clean" movement in the Resettlement Estates, was that done purely on the initiative of TVB and, if so, what help has the Resettlement Department and the Urban Services Department been giving them?
(Mr. H. M. G. FORSGATE left the meeting at this point.)
DR. HUANG: - As far as I know, it was entirely initiated by the TVB themselves. I was invited to give a talk about it for half-an-hour or so, that is all, and I suppose they approached the Resettlement Department, I am not quite sure about that. All I can say is that it was initiated by TVB themselves.
MR. WU: - Mr. Chairman, will the Urban Services Department in future please ensure that active co-operation and encouragement is given to such organizations when they choose to help the Government with these movements?
CHAIRMAN: - Certainly, Mr. Wu, provided they let us know what they are going to do and don't go off half-cock.
MR. MACKENZIE: - Mr. Chairman, following on a suggestion made by a member of the public, will every Member of the Urban Council be given an opportunity to clean up a bit of Hong Kong?
MR. CHEONG-LEEN: - Mr. Chairman, for information, may I point out to Mr. John MacKenzie I have already made the suggestion many months ago to the co-ordinator, but I am sure that the Chairman of this committee is aware of it.

(17) MR. JOHN MACKENZIE asked the following question:-
What steps are being taken to ensure more efficient cleansing of public beaches during the coming summer months, and how is public co-operation being encouraged in this respect?
MR. A. de O. SALES, CHAIRMAN OF THE RECREATION AND AMENITIES SELECT COMMITTEE, replied as follows:
First, the number of labourers at beaches has been increased from 25 to 54. Each beach will also have its own overall supervisor of appropriate rank (Amenities Assistant Class II, Amenities Assistant Class III or Senior Charge-
