MRS. SYMONS:- Mr. Chairman, my own reading of technical here is technical in the sense of professional or specialist treatment of certain topics. But Mr. CHAN has put a supplementary and I am quite sure we will keep this in mind.

MR. CHEONG-LEEN:- Mr. Chairman, could some thought be given to the potential needs of the expanding urban areas leading from Lai Chi Kok, all the way through Kwai Chung on Castle Peak Road area?

CHAIRMAN:- The question is out of order, Mr. CHEONG-LEEN.

MR. CHEONG-LEEN:- While it is out of order, Mr. Chairman, could this point be brought to the attention of the Chairman of the Select Committee by you informally?

CHAIRMAN:- I am sure Mrs. SYMONS has already made an informal note of it.

MR. CHEONG-LEEN:- Mr. Chairman, then why was the question out of order?

CHAIRMAN:- First of all, it has nothing whatever to do with the question before us, and secondly the New Territories have nothing to do with us either.
