eventual allocation of the modular market stalls, in view of the advanced stage of construction of the modular markets in that Estate.
I am not aware of any instance in a resiting exercise carried out by the Resettlement Department where one family acquired four or five sites by corrupt practices. However, investigations carried out at Sau Mau Ping subsequent to the resiting revealed that six families were each given two sites. This error occurred because two stalls were being operated by different members of the same family at different locations. Provided that they are operating an eligible trade, each of these families will, of course, eventually be allocated only one modular market stall.
(6) MRS. E. ELLIOTT asked the following question:—
How many estate markets and bazaars are under construction, where are they and when will they be completed?
What is the procedure for registering hawkers for these hawking sites? Will the sites be allocated one per family, and if so has the department investigated rumours that some families have obtained by corrupt methods four or five sites?
THE COMMISSIONER FOR RESETTLEMENT replied as follows:
Modular markets have been or will soon be completed in Yau Tong, Hing Wah, Sau Mau Ping and Castle Peak Resettlement Estates. Further modular markets are being constructed at Lam Tin and Sau Mau Ping together with the new domestic blocks there, and others are being planned for Ngau Tau Kok, Tsz Wan Shan and Shek Lei. No new hawker bazaars have been created within resettlement estates but illegal hawkers operating in Lam Tin and in Sau Mau Ping have been temporarily resited as part of a tidying up campaign and to make way for the construction of modular markets. Additional large-scale resitings of illegal hawkers will be carried out in other estates. The procedure for resiting these illegal hawkers begins with an unobtrusive survey, in order to ascertain the trade carried on and the stalls which are genuinely being operated as hawker stalls. Photographs of structures are also taken where possible.
In the resiting at Lam Tin, one site was allocated to each hawker stall genuinely operating as such. Future resitings will be carried out on this basis.
In the particular case of Sau Mau Ping, one site was allocated to each family. This is the basis on which the modular market stalls will be allocated, and this basis was adopted for the resiting at Sau Mau Ping in order to facilitate the eventual allocation of the modular market stalls.
(7) MRS. E. ELLIOTT asked the following question:-
Is it true that many toilet doors in resettlement blocks have been broken for years? Is it true that women have complained about the danger resulting from this?
What is being done about it?
Could the toilets be fitted with individual half-doors, as is usual with Chinese-type toilets?
MR. HENRY H. L. HU, CHAIRMAN OF THE RESETTLEMENT MANAGEMENT SELECT COMMITTEE replied as follows:-
There have been many complaints about the wooden doors of communal latrines in Mark I and II blocks.
Because of these complaints, these doors are now being systematically replaced by concrete screen walls. The feasibility of fitting doors to individual toilet compartments in Mark I and II blocks is being investigated. Preliminary estimates indicate that the cost of providing metal doors would be about $2 million. The cost of wooden doors would be about $1 million.
MRS. ELLIOTT:-I am sorry that I didn't include this, would it be possible to confirm whether this would include the bathing rooms as well as the latrines, the wash rooms?
COMMISSIONER FOR RESETTLEMENT:-I think MR. SIN is asking a question about communal bathrooms. Perhaps we can deal with this in the answer to that question.
