MR. T. C. LO:-Is Mr. CHAN considering something along the lines of annual stock-taking?

MR. C. K. CHAN:-For that particular year, yes. Just an enlightening process, for enlightening those people who know nothing about art, like myself.

MR. T. C. LO:--Certainly, I think that is a very interesting idea, you mean sort of laying out all the objects and pictures and so on we have purchased during that financial year?

MR. CHAN:-Yes.

MR. T. C. LO:---That is quite an interesting idea, we will certainly consider that in Committee.

MR. FORSGATE:-Mr. Chairman, I notice that in the question, the questioner asked about "anticipation of the establishment of the Museum and Art Gallery in Tsim Sha Tsui" and the answer subtly says "an adequate Museum and Art Gallery in Hong Kong". Was that merely a slip of the pen?

MR. T. C. LO:-Mr. Chairman, to be strictly accurate we are not quite sure that it would be there. Hong Kong possibly in this context includes Kowloon. I only dare say this in the absence of Mr. SALES, of course.

DR. HUANG:-Mr. Chairman, for three successive years, the Museum and Art Gallery Select Committee have failed to spend the expenditure they are supposed to spend. Furthermore, the artists usually are believed to be more needy than other people; they use the money most freely. I don't know whether or not it is abnormal, it is an unusual phenomenon. I don't know these nine experts, now are they really good experts or not? Is there something wrong with them or not? Because you see almost all Government departments are fighting for more money and it is a surprise to me that every year they have got so much money left.

MR. T. C. LO:--The experts, to enlighten Dr. HUANG, do not themselves submit any paintings or anything like that. We ask their opinion on certain antiquities or art work that we consider buying. We ask their opinion, not that they submit any possible items to us.

MOTION.

MR. PETER P. K. NG, Chairman of the Food and Food Premises Select Committee moved the following Motion :-

"That the Milk (Amendment) By-laws 1971 be made under Section 56 of the Public Health and Urban Services Ordinance, Cap. 132."

He said: Chairman, as Chairman of the Food and Food Premises Select Committee, I rise to move the motion standing in my name.

"That the Milk (Amendment) By-laws 1971 be made under Section 56 of the Public Health and Urban Services Ordinance, Cap. 132".

The need for making these amendments, referred to in the motion, is set out in the explanatory note to the amendment.

The purpose of these amendments is as follows:

(1) To include the ultra high temperature method of heat-treatment of milk;

(2) To ensure that the processing and reconstitution of milk for the purpose of sale, except where milk is for consumption on the premises, can only be carried out in a licensed milk factory;

(3) To extend the prohibition of possession of contaminated or adulterated milk;

(4) To prohibit the licensee of a milk factory from obtaining or processing milk obtained from unlicensed dairies. I beg to move.

DR. DENNY M. H. HUANG:-I beg to second.

CHAIRMAN: The Motion has been moved and seconded. Does any Member wish to speak? I will take a vote on the Motion.

The question was put.
